The President of the Conseil Régional du Littoral, Contracting Authority, launches on behalf of the Conseil Régional du Littoral, an Emergency National Open Tender for the ACQUISITION OF THE EQUIPMENT OF THE HEADQUARTERS BUILDING, EXTENT OF THE CONSEIL REGIONAL DU LITTORAL.

The services covered by this invitation to tender include EQUIPMENT OF THE LITTORAL REGIONAL COUNCIL BUILDING

Participation is open on equal terms to all small and medium-sized enterprises incorporated under Cameroonian law.

The services covered by this call for tenders are financed by the EIFCOM budget according to the table below:

As soon as this notice is published, the Tender Documents can be consulted at the project owner's offices at the Conseil Régional du Littoral.

The Tender File may be obtained from the Technical Services of the CR/LT, on presentation of a receipt for payment to the Regional Receipt Office of a non-refundable sum of one hundred and seventy-five thousand (175,000) CFA francs towards the cost of purchasing the file. This receipt must identify the purchaser as representing the service provider.
On pain of rejection, the receipt must clearly state the number of the Invitation to Tender and must not contain any erasures or elements that might call its authenticity into question.
When collecting the DAO, tenderers must register by leaving their full address: P.O. Box, Telephone, Fax, E-mail, on a photocopy of the Receipt.

Each tender, drawn up in English or French, in seven (07) copies, including one (01) original and six (06) copies marked as such, must reach the Commune d'Arrondissement de Douala 3ème no later than 10/11/2023 (date for submission of tenders) at 12 noon local time and must bear the words :

NATIONAL OPEN TENDER WITH EMERGENCY PROCEDURE N° 024/ONIT/CR/LT/CIPM/2023 OF 19 /10 /2023.

FOR THE ACQUISITION OF EQUIPMENT FOR THE HEADQUARTERS BUILDING, EXTENSION OF THE REGIONAL COASTAL COUNCIL.

"NOT TO BE OPENED UNTIL THE VOTE HAS BEEN COUNTED".

The maximum execution period stipulated by the project owner for the delivery subject to this invitation to tender is sixty (60) calendar days, from the date of notification of the Service Order to start the services.

It is compulsory for each tenderer to attach to his administrative documents a Bid Bond issued by a first class Bank approved by the Ministry of Finance and listed in Exhibit 12 of the DAO, in the amount of five million (5,180,000) CFA francs.
In the absence of this bid bond and in accordance with Order No. 093/CAB/PM of 05 November 2002 fixing the amounts of the bid bond and the costs of the tender dossier, SMEs with national capital and management may produce a legal mortgage.
Under penalty of rejection, the other administrative documents required must be produced in originals or in copies certified as true by the issuing authority in accordance with the stipulations of the Special Rules for Invitations to Tender. 
Any tender that does not comply with the requirements of this Notice and the Tender Documents will be declared inadmissible. In particular, the absence of a Purchase Receipt from the DAO and a Bid Bond issued by a first class bank or an insurance company approved by the Ministry of Finance and valid for ninety (90) 

days beyond the original date of validity of the bids, or failure to comply with the models of the documents in the Tender Documents, will result in the rejection of the bid.

Tenders will be opened in one stage. The Administrative, Technical and Financial Tenders will be opened on  10/11/2023  at 1 p.m. sharp by the Internal Contract Award Committee of the Conseil Régional du Littoral.
Each bidder may attend this opening session or be represented by a duly authorised person of his choice, who has full knowledge of his bids.

Tenders will be evaluated according to the eliminatory and essential criteria.
ELIMINATION CRITERIA
The eliminatory criteria are as follows:
1. Administrative file incomplete or not compliant within 48 hours of receipt;
2. False declaration or falsified document ;
3. Absence of the bid bond at the opening of tenders ;
4. Failure to abandon public contracts ;
5. Failure to obtain at least 08 Yes /12, i.e. at least 75% of the criteria;
6. Omission of a quantified unit price in the BPU and the DQE;
7. Incomplete financial offer due to the absence of one of the following documents: A letter of submission ;
The unit price list (BPU) in accordance with the model, indicating prices excluding VAT in figures and letters, filled in legibly;
Quantitative details and estimates (DQE); The sub-detail of unit prices.

MAIN QUALIFICATION CRITERIA :
The qualification criteria for candidates will cover :
1. Access to a line of credit or other financial resources;
2. Company references ;
3. Availability of essential materials and equipment;
4. After-sales service ;
5. Availability of spare parts ;
6. Finaciary capacity

The PRESIDENT OF THE LITTORAL REGIONAL COUNCIL, the Contracting Authority, will award the contract to the Tenderer whose technically qualified Tender is assessed as the lowest, after verification and correction of its prices only, and which is judged to comply substantially with the Tender Documents as a whole.

Tenderers remain bound by their tender for a period of 90 days from the date set for the submission of tenders.
