The President of the Littoral Regional Council, Project Manager, launches, on behalf of the Decentralized Territorial Collectivity for which he is responsible, an Open National Call for Tenders for the supply of motor vehicles to the said Collectivity, following the allotment below:

The services, subject of this Call for Tenders, consist of the supply to the Coastal Regional Council of motor vehicles, the technical characteristics of which are listed in Exhibit No. 4 of the Call for Tenders File. This rolling stock concerns: 

The estimated cost is: fifty eigth million (58,000,000) FCFA TTC;

ALLOTMENT : a bidder can be awarded

Participation in this Call for Tenders is open, on equal terms, to car dealers, or any other company engaged in the sale of motor vehicles approved by the Ministry of Transport, and established in the Republic of Cameroon, in good standing. with the tax administration and not excluded from public procurement.

The supplies, subject of this Call for Tenders, are financed by the Budget of the Regional Council of the Littoral for the financial year 2023. Allocation 222100.

The Tender Dossier may be consulted, upon publication of this notice, during working hours at the premises of the Regional Council of the Littoral in Douala - Bonanjo, upon publication of this notice

The Tender Dossier may be obtained upon publication of this notice, at the premises of the Littoral Regional Council in Douala – Bonanjo, upon presentation of a payment receipt littoral regional receipt, for a non-refundable sum of seventy-five thousand (75,000) CFA francs, representing the cost of purchasing the file.

Tenders, written in French or in English in eight (08) copies including one (01) original and six (06) copies and one (01) digital version marked as such, in accordance with the requirements of the Call for Tenders Dossier, must be deposited against receipt at the Regional Council of the Littoral in Douala – Bonanjo, no later than 15/11/2023 at 12:00 p.m., local time, bearing the following mentions:

Tenders must be accompanied by a bid bond whose amount in FCFA is set at: 1 160 000 FCFA;
These bid bonds will be issued by a first-class bank or by a financial institution approved by the Ministry in charge of finance.
The validity of these bonds is one hundred and twenty days (120) days, from the deadline for submission of tenders.

Under penalty of rejection, the documents in the administrative file must imperatively be produced in originals or in copies certified true by the issuing department or an administrative authority approved for this purpose, in accordance with the stipulations of the Special Regulations of the Call for Tenders. They must date from less than three (03) months preceding the original date of submission of tenders or have been established after the date of signature of the Notice of Invitation to Tender.
Any incomplete tender in accordance with the requirements of this notice and the Call for Tenders Dossier will be declared inadmissible. In particular the absence of the bid bond, issued by a first class bank approved by the Ministry in charge of Finance or the non-respect of the models of the documents of the Call for Tenders File, will lead to the rejection of the offer. .

The opening of the bids will be done in one time, on 15/11/2023  at 1:00 p.m., local time, in the conference room of the Regional Council of the Littoral in Douala – Bonanjo, by the Internal Procurement Commission of Markets placed with the Regional Council of the Littoral sitting in the presence of the tenderers or their duly mandated representatives.
Any tender that does not comply in whole or in part with the requirements of this Tender Document will be declared inadmissible.

Tenders will be evaluated according to eliminatory and essential criteria.
Elimination criteria
The qualifying criteria are as follows:
Administrative file
- Incomplete or non-compliant file at the end of a regulatory period of 48 hours;
- False statement or falsified document ;
- Absence of the bid bond at the opening of bids;

Technical file
- Lack of manufacturer's authorization or dealer's certificate of origin;
- Absence of the approval certificate or prototype validation report issued by MINTRANS (Ministry of Transport);
- Absence of a sworn statement of not abandoning a contract over the last three (03) years and of certification that the company is not on the list of defaulting companies during the year;
- Absence of color brochures and technical data sheets from the manufacturer detailing the technical characteristics of the vehicles offered;
- Absence of Score of minor technical specifications greater than or equal to 80% yes;
- Validation of at least 5 Yes / 7;
- Absence of an approved maintenance structure and spare parts stores as well as repair workshops for concessionaires;
- Non-compliance with one of the major technical characteristics below;

NB: any tenderer to this contract must indicate in his tender the brand of the machine having the characteristics described in this description of the supply as well as the images of this rolling stock.

Financial offer
• Incomplete or non-compliant financial offer;
• Absence of a quantified unit price;
• Lack of breakdown of lump sum prices and/or sub-detail of unit prices;

NB: Unlike other administrative documents, the absence of the bid bond at the opening of the bids leads to the pure and simple elimination of the bidder (Art 92 (2) of decree n ° 2018/366 of June 20, 2018 on the Code of Public Contracts).

Essential Criteria
The technical offers will be evaluated according to the binary scoring system and according to the essential criteria detailed in the evaluation grid. These essential criteria relate to the following elements:
1. Presentation of the offer;
2. Bidder's references;
3. Financial capacity;
4. Vehicle warranty;
5. Deadline and Methodology of execution;
6. After-sales service;
7. Proof of acceptance of the conditions of the Contract CCAP (Book of Special Administrative Clauses), ST (technical specifications of the supply) initialed on each page, dated, signed and stamped on the last page with the mention read and approved.

NB: Only bids that have satisfied five (05) essential criteria out of all seven (07) will be retained for the rest of the procedure.

Subject to compliance with the conditions of conformity of tenders, the Contract is awarded, for each lot, to the tenderer whose tender is evaluated the lowest and who meets the technical and financial capacities required resulting from the essential criteria or those eliminatory;
A tenderer may be awarded all the lots covered by this Call for Tenders.

The tenderer remains bound by his tenders for a period of ninety (90) days from the date of submission of said tenders.
