As part of the execution of the Public Investment Budget for the 2023 financial year, the President of the Littoral Regional Council is launching an Open National Call for Tenders in an emergency procedure for the WORKS OF CONSTRUCTION WORKS OF A BRIDGE FINAL ON THE BADJOCK RIVER LOCATED ON THE R0302 AT PK0+800 (INTER RN3 ROAD SECTION – SONG MBENG CROSSROADS),Nyanon Subdivision,  SANAGA MARITIME DIVISION, LITTORAL REGION (PHASE 1).

The works of this invitation to tender are described in the descriptive and quantitative estimates.

The estimated cost of the operation following prior studies stands at : 175 000 000f

The maximum execution deadline provided for by the Project Owner for the implementation of the project subject of this tender is twelve (12) months as from the notification of the order of service startup.

Each bidder must include in his administrative documents, a bid bond issued by a first rate-bank approved by the Ministry in charge of Finance featuring on the list in document 12 of the tender file of an amount:

To avoid rejection, the administrative documents required must imperatively be produced originals or copies certified by the issuing service or administrative authority, in accordance with the provisions of the Regulations of the Tender. Any bid not meeting the requirements of this notice and the tender dossier will be declared inadmissible. Including the absence of a bid bond issued by a first class bank approved by the Ministry of Finance or the failure models of parts of the Tender Dossier, will result in rejection of the offer.

The bids shall be opened in a single phase THE 10/11/2023 at 12 AMby the Internal Commission of Tenders Board of the LITTORAL REGIONAL COUNCIL, at the LITTORAL REGIONAL COUNCIL. Only bidders will be allowed to attend the opening session, or their duly mandated representatives, having a good know ledge of the case.

• Documents not produced in seven (07) copies and the numeric version
• Non execution of a similar former contract;
• Lack of the bid bond;
• Incomplete financial offers for absence of:
 Submission letter stamped 1500fcfa;
 A quantified unit price ;
• False declarations or falsified documents ;
• Non acceptance of contract such as (CCAP et CCTP not paraphed, signed and dated at the end) ;
• Lack of the attestation of the site inspection, the report, whit a color picture showing a place of the locality;
• Incomplete technical offers for absence of:
 Declare in his Technical file that the Bidder by honor is not among the enterprise or group of enterprise that have abandon projects for the past Three (03) years and who have not been on the list of suspended enterprises by Ministry Of Public Contracts.

Failure to respect at least 20/24 of items leads to the elimination of the Offer in accordance with evaluation rubrics.

The contract will be awarded to the bidder with lowest cost, and having fulfilled both the specifications of the tender file and the required technical and financial capacity.

Bidders will remain committed to their offers for ninety (90) days as from the deadline set for the sub-mission of tenders.
