As part of the implementation of the livestock and Farming Value Chain Developmr.ent Project, the result of cooperation liet,/eett the African Development Bank (AFD) und the Ministry of Livestock, Fisheries and Industries Animals (MINEPIA), the Mayor of Nkongsarnba City Council, MOUNGO division, hereby iatinches un Open National Invitation to Tender for the construction of a meat sales market in Nkongsamha City Council.

The works shall include in particular.

• Preliminary works and site installation;
• Foundations;
• Masonry;
• Elevations;
• Roofing and timber for the Framework;
• Wood, aluminium and moto' joiner f_;
• Plumbing and sanitation;
• Electricity;
• Paintinng;
• Hard coatings;
• External work.s (VRD) and sonitation;

The estimated cost of these services is one hundred million (100,000,000) CFA francs, including taxes.

The works that are rhe subject of this invitation to tender include a single lot.

Participation is open on equal ternis to all Cameroonian companies established in the Republic of Cameroon and meeting the conditions set out in the Special Regulations of the Invitation to Tender (RPAO), which are provided in Document No. 3 of this Tender File.

The Works which are the subject of this Invitation to Tender are financed by the Budget of the Municipal Housing Construction Program (PDCVEP), 2023 Financial Year and subsequent financial year.

The Tender File may be consulted as soon as this notice is published, during working hours, at the General Secretary of Nkongsamba City Council and/or at the Service of Administrative Assistance and Contracts of the Partnership Projects and Programmes Department (DPPP) Iocated at the former Head Office building of FEICOM, in MIMBOMAN, Yaoundé.

The Tender File mciy be olDtainecl from the General Secretary of Nkongsamba City Council, against payment of a non-refunclable amount of CFA bancs one hundred thousand (100,000), payable to the Municipal Treasury of NKONGSAMBA CITY COUNCIL.
When collecting the DAO, bidclers must register and communicate their full address (telephone, e-mail, post office, fax, etc.).
However, in accordante with the provisions of Article 82 of the Circuiar letter on the application of the Public Contracts Code, ct tenderer who Iras paid the acquisition fees of the tender file to the Public Treasury. as ci result of difficulties encountered at the Municipal Treasury concerned, should include in his bid a report duly established by a bailiff or an acknowledgement of receipt of the letter, addressed to this effect to the Mayor or to Cl local administrative authority with a copy to FEICOM.

NB: Offers received after the deadlines for submitting offers will not be received.
The offers must be accompanied by a CD containing the digital version in Excel format of the quantitative and estimated detailed framework and the unit price schedule.

Presentation of bids
Bids shall be presented in the following three volumes, in an envelope as such:
-Volume 1: administrative documents;
-Volume 2: Technical bids;
-Volume 3: Financial bids.

All components of the Bids (volumes 1, 2 and 3) shall be in a large sealed envelope labeled only with the name of the Bid in question.

The Different documents of each Bid shall be numbered following the bidding document order and separated with identical color dividers.

The maximum time provided by the project owner to carry out the work which are the subject of this invitation to tender is four (04) months from the notification of the service order start works

Each bidder must inciude in his/her administrative documents, a bid bond issued by a first class bank approved by the Ministry of Finance, whose list is provided in Document 12 of the Tender File, and amounting to CFA francs two million (2,000,000), valid for one hundred and twenty thousand (120) days.

Under penalty of rejection, the required administrative file documents must be produced in originals or copies certified by the issuing service or a competent administrative authority (Prefect, Sub-prefect, etc.), in accordance with the stipulations of the Special Regulations for the Call for Tenders.
They must be dated at least three (03) months preceding the date original submission of tenders or having been established after the date of signature of the Invitation to Tender.
Any incomplete offer in accordance with the requirements of the Call for Tender Documents will be declared inadmissible. In particular the absence of the bid bond issued by a first-rate bank approved by the Ministry of Finance Opening of the envelopes

The opening of administrative, technical and financial offers will take place on November 6, 2023 at 2 p.m. local time by the Internal Procurement Commission of the Urban Community of Nkongsamba.
Only Bidders may attend this opening session or be presented by a duly authorized person of their choice.

Elimination criteria
The eliminatory criteria set the minimum conditions to be met to be admitted to evaluation according the essential criteria. Falure to meet these criteria will result in the rejection of bid.

The include:

• Absence or non-complionce of ci document In the administrative file 48 hours afther the bid-opening
• False declarations or forged documents
• Absence of the bid bond;
• Incomplete technical offer (absence of an item in the technical offer);
• Incornplete financial offer (absence of the list of unit prices, a unit price, bill of quantifies and cost estimates and any sui-detail of prices);
• Absence of a site visit attestation signed hy the Project Owner or his/he^, representative_; or a sworn slaloment signed hy the hidder;
• Te(hnicch score beltsw the minimum required threshold (70V/6).

N.B: The bid bond and the banking attestation of the bidder must be produced in original, the other documents in original or certified copies. These administrrstve support documents must dote less thon three (03) months and conform to the DAO models. Else, they will be rejected‑

Essential criteria

The criteria relating to the qualification of bidders will relate, on an indicative basis, fo:

• Experience of the compcmy's personnel (26 criteria);
• Availability of essential materials and equipment (06 criteria);
• References of the company (09 criteria);
• Financial situation of the company (04 criteria);
• Technical proposai and work schedule (05 criteria);
• Acceptante of the conditions of the contract (02 criteria);
• General presentation of the bid (04 criteria).

Only bidders who have presented a compilant administrative file and who have obtained a score of at least 70% will be qualified for the rest of the procedure and will have their financial offer analysed.

NB: The evaluation grid is Document 13 of this Tender File.

The Contracting Authority will award the contract to the bidder whose bid has been found to be substantially compilant with the Tender File and who has the technical and financial resources required to perform the contract satisfactorily and whose bid has been evaluated as the lowest, 
The Administration on whose behalf the Contract will be entered into
Upon completion of the examination of bids by Internai Tenders Board of Nkongsamba City Council, a works contract will be entered into between the successful bidder and the Contracting Authority, on behalf of NKONGSAMBA CITY COUNCIL.

Bidders will remain committed to their bids for ninety (90) days from the deadline for submission of bids.
