Within the framework of Operation and maintenance of the hydroelectric dam of Lom Pangar, the Contracting Authority hereby launches an open national invitation to tender for Rehabilitation of the buildings of the city phase 1 at Lom Pangar, East Region.
This work is grouped into five (05) separate lots defined as follows:
The dossier is published in the Journal des Marchés (JDM) and the official journal Cameroon Tribune.
The works subject of this contract include :
a) For lot 1 : Rehabilitation works for shower trays and false ceilings, wall tiling and industrial cleaning of tiles
b) For lot 2 : Rehabilitation of the plumbing and electricity network
c) For Lot 3 : Low-tight sealing works
d) For Lot 4 : Renovation and Painting
e) For Lot 5 : Treatment against termites
The estimated cost of the operation following prior studies stands is all taxes included as follow:
The works shall be divided into five (05) lots.
Participation in this invitation to tender is open to all the General Companies or Groupings of Companies established in Cameroon and having proven competence in the field of the building.
Works which form the subject of this invitation to tender shall be financed by EDC budget of the 2017 financial year; Budget Head No. F050110
The file may be consulted during working hours at Courier Office - EDC, located in the hibiscus building 4th floors door 412, P.O Box 15111 Yaoundé, Tel. : 22 23 11 03, as soon as the publication of this notice.
The tender file may be obtained upon publication of this tender notice from the Contracting Authority, at “service courier” EDC headquarters, located HIBISCUS building, 4th floor Yaoundé. The file shall be obtained upon presentation of a receipt testifying the payment of a non-refundable sum of CFA Francs 50 000 as tender file purchase fee payable to account N° 335988 known as “compte special CAS-ARMP” at any BICEC agency.
A copy of the receipt shall be submitted at the venue of withdrawal of the tender file.
Each offer drafted in English or French in seven (7) copies including the original and six (6) copies marked as such, should reach at “service courier” EDC headquarters, located HIBISCUS building, 4th floor Yaounde, not later than Tuesday 11 April 2017 at 12:00 and should carry the inscription:

The maximum period of execution envisaged by the Employer for the execution of the work is defined by Lot as follows:
Each bidder must include in his administrative documents, a bid bond issued by a first rate-bank approved by the Ministry in charge of Finance featuring on the list in document 12 of the tender file valid for thirty (30) days beyond the original date of the validity of the offers, as follow:
Under pain of rejection, the administrative documents required, must be produced in originals or true copies certified by the issuing service or an administrative authority (Senior Divisional Officer, Divisional Officer…) in accordance with the Special Conditions of the invitation to tender.
They must not be older than three preceding the original date of submission of bids (3) months or must not have been established after the signing of the tender notice.
Any incomplete offer in accordance with the prescriptions of this notice and tender file shall be declared inadmissible. Especially the absence of a bid bond issued by a first-rate bank approved by the Ministry in charge of Finance.
The bids shall be opened in single phase.
The opening of the administrative documents and the technical and financial offers shall take place on Tuesday 11 April 2017 at 1:00 PM o’clock by the Tenders Board attached to the EDCin the meeting room 5th floor hall.
Only bidders may attend or be duly represented by a person of their choice.
The evaluation criteria are of two types: the eliminatory criteria and the essential criteria.
1. Eliminatory criteria
The eliminatory criteria set the minimum conditions to be fulfilled in order to execute works subject of the tender.
2. Essential criteria
The criteria relating to the qualification of candidates could indicatively be on the following:
The contract will be awarded to the tenderer who offered the lowest bid and substantially complies with the requirements of the Tender Document. A tenderer may be awarded several lots.
Bidders will remain committed to their offers for ninety (90) daysfrom the deadline set for the submission of tenders.
