Within the framework of Operation and maintenance of the hydroelectric dam of Lom Pangar, the Contracting Authority hereby launches an open national invitation to tender for Rehabilitation of the buildings of the city phase 1 at Lom Pangar, East Region.

This work is grouped into five (05) separate lots defined as follows:

• Lot 1: Rehabilitation works for shower trays and false ceilings, wall tiling and industrial cleaning of tiles;
• Lot 2 : Rehabilitation of the plumbing and electricity network;
• Lot 3 : Low-tight sealing works;
• Lot 4 : Renovation and Painting;
• Lot 5 : Treatment against termites.

The dossier is published in the Journal des Marchés (JDM) and the official journal Cameroon Tribune.

The works subject of this contract include :

a)    For lot 1 : Rehabilitation works for shower trays and false ceilings, wall tiling and industrial cleaning of tiles

• Preparation of surfaces, supply and installation of faience walls;
• Industrial cleaning of shower wall tiles and floor tiles;
• Removal of the existing shower trays and installation of the reinforced concrete massing of the sloping shower tray to the floor drain;
• Coating of the porcelain stoneware floor of the recipient's space;
• Removal of defective false ceiling;
• Supply and installation of new plywood panels for interior false ceilings.

b)   For lot 2 : Rehabilitation of the plumbing and electricity network

• Supply and installation of small plumbing equipment (shower column, faucet, towel holder, toilet flush);
• Repair of water leaks in the walls and renovation of piping;
• Diagnosis and compliance work for all electrical installations.

c)    For Lot 3 : Low-tight sealing works

• Diagnosis and preparation of surfaces of all the buildings;
• Supply and installation of standardized waterproof coating

d)   For Lot 4 : Renovation and Painting

• Preparation of surfaces to be painted, walls and false ceilings;
• Supply and application of an intermediate coat of paint and two coats of finish on interior walls and false ceiling;
• Supply and application of a layer of intermediate paint and two coats of finish on exterior walls

e)      For Lot 5 : Treatment against termites

• Diagnosis of all buildings;
• Supply of approved products and long-term sanitary treatment

The estimated cost of the operation following prior studies stands is all taxes included as follow:

• Lot 1: Ten million (10,000,000) FCFA TTC
• Lot 2: Six million (6,000,000) FCFA TTC
• Lot 3: Ten million (10,000,000) FCFA TTC
• Lot 4: Thirty million (30,000,000) FCFA TTC
• Lot 5: Four million (4,000,000) FCFA TTC

The works shall be divided into five (05) lots.

Participation in this invitation to tender is open to all the General Companies or Groupings of Companies established in Cameroon and having proven competence in the field of the building.

Works which form the subject of this invitation to tender shall be financed by EDC budget of the 2017 financial year; Budget Head No. F050110

The tender file may be obtained upon publication of this tender notice from the Contracting Authority, at “service courier” EDC headquarters, located HIBISCUS building, 4th floor Yaoundé. The file shall be obtained upon presentation of a receipt testifying the payment of a non-refundable sum of CFA Francs 50 000 as tender file  purchase  fee payable to account N° 335988 known as “compte special CAS-ARMP” at any BICEC agency.

A copy of the receipt shall be submitted at the venue of withdrawal of the tender file.

The maximum period of execution envisaged by the Employer for the execution of the work is defined by Lot as follows:

• Lot 1: Two (02) months
• Lot 2: Two (02) months
• Lot 3: Two (02) months
• Lot 4: Three (03) months
• Lot 5: One (01) month

Each bidder must include in his administrative documents, a bid bond issued by a first rate-bank approved by the Ministry in charge of Finance featuring on the list in document 12 of the tender file valid for thirty (30) days beyond the original date of the validity of the offers, as follow:

• Lot 1: Two hundred thousand (200,000) FCFA
• Lot 2: One hundred and fifty thousand (150,000) FCFA
• Lot 3: Two hundred thousand (200,000) FCFA
• Lot 4: Six hundred thousand (600,000) FCFA
• Lot 5: One hundred thousand (100,000) FCFA

Under pain of rejection, the administrative documents required, must be produced in originals or true copies certified by the issuing service or an administrative authority (Senior Divisional Officer, Divisional Officer…) in accordance with the Special Conditions of the invitation to tender.

They must not be older than three preceding the original date of submission of bids (3) months or must not have been established after the signing of the tender notice.

Any incomplete offer in accordance with the prescriptions of this notice and tender file shall be declared inadmissible. Especially the absence of a bid bond issued by a first-rate bank approved by the Ministry in charge of Finance.

The bids shall be opened in single phase.

The opening of the administrative documents and the technical and financial offers shall take place on Tuesday 11 April 2017 at 1:00 PM o’clock  by the Tenders Board attached to the EDCin the meeting room 5th floor hall.

Only bidders may attend or be duly represented by a person of their choice.

The evaluation criteria are of two types: the eliminatory criteria and the essential criteria.

1.  Eliminatory criteria

The eliminatory criteria set the minimum conditions to be fulfilled in order to execute works subject of the tender.

• Absence of the tender bid bond or tender bid bond not complying with the requirements of the attached model (amount, period of validity,);
• False declaration or falsified document ;
• Insufficient financial capacity ;
• Non-compliance with at least 75% of essential criteria.

2. Essential criteria

The criteria relating to the qualification of candidates could indicatively be on the following:

• Contractor's Key Personnel ;
• Material resources to be mobilized for the construction site;
• Contractor's methodology and work plan, including the Environmental and Social Management Plan;
• Work schedule.

The contract will be awarded to the tenderer who offered the lowest bid and substantially complies with the requirements of the Tender Document. A tenderer may be awarded several lots.

Bidders will remain committed to their offers for ninety (90) daysfrom the deadline set for the submission of tenders.
