The Director of The Local Materials Promotion Authority (MIPROMALO) hereby launches an OPEN National Tender for the construction of various Infrastructures (CHEDS), in some localities for MIPROMALO.

The works subject of this tender includes:

• Preliminary works ;
• Fondations ;
• Elevations ;
• Roofing ;
• Electricity ;
• Ceiling
• Wood work and Metal work ;
• Plombing ;
• Plastering and Painting ;
• Construction of Pit Latrine ;
• Construction of a fence
• Flooring
• Platform for stacking bricks

Works which form the subject of this invitation to tender shall be financed by Enterprise Development Plan (EDP) MIPROMALO, 2017 financial year (MINFI).

. Presentation of bids

Tenders shall be divided into three volumes and submitted in a simple envelope as follows:

Volume 1: Administrative documents;

Volume 2: Technical proposal;

Volume 3: Financial offer.

All the constituent documents (volumes 1, 2 and 3) shall be enclosed in a large and sealed outer envelope bearing only the subject of the tender concerned.

The different documents of each tender shall be numbered in keeping with the order indicated in the tender file and separated by colour dividers.

Each offer drafted in English or French in seven (7) copies including one (01) original and six (6) copies marked as such, as well as an electronic version of the financial offer (USB KEY or CD) , should be received by MIPROMALO, public contracts office not later than 13^th  April 2017at 12.00 noon and should carry the inscription:

The maximum period provided by MIPROMALO to carry out the work subject of this tender is:

Each bidder must attach in his administrative documents, a provisional bid bond issued by a first rate bank approved by the Ministry of Finance featuring on the list in document 9 of the tender file an amount of:

Provisional deposit will be automatically liberated at most thirty days (30) after the expiry date of the validity of bids for bidders who have not been retained. In case the bidder has been attributed the contract, the provisional deposit will be liberated after the constitution of the final deposit. Provisional deposit is valid for thirty   (30) days after the validity period of the offers. Certified bank cheques are not accepted in place of a bid bond.

• Any incomplete offer in accordance with the prescriptions of this notice and tender file shall be declared inadmissible especially the absence of a bid bond issued by a first-rate bank approved by the Ministry in charge of Finance
• To avoid rejection, the administrative documents required, must be produced in originals or true copies certified by the issuing service or an administrative authority in accordance with the Special Conditions of the invitation to tender.
• Before eliminating any bidder who has presented administrative documents considered not to be in conformity with the requirements of the tender documents, an additional period of 48 hours will be given to these candidates, either to give additional information or to bring further verification on the validity of the document.
• They must not be older than three (3) months preceding the original date of submission of bids or must have been established after the signing of the notice of invitation to tender.

The bid opening will be done at the same time. The opening of administrative documents, technical and financial offers will be held on 13^th April 2017 at 1.00pm in the Conference room of MIPROMALO. Only bidders may attend the opening session or be represented by a person of their choice.

15.1. Elimination criteria

Administrative offers

-       Absence of an administrative document required in the tender files;

-       Falsifiled documents or false declarations;

-       Absence of the bid bond

Technical offers

-       Non – conformity to the technical specifications ;

-       Falsifiled documents or false declarations ;

-       Has  a similar ongoing project (unfinished) with MIPROMALO ;

-       Absence of site visit attestation (signed in honour) ;

-       Non respect of at least  twenty 80% in the qualification criteria

Financial offers

-       Falsifiled documents or false declarations;

-       Absence of a quantified unit price.

15.2 Essential criteria

Criteria required for the qualification of candidates will comprise:

-       Supervisory staff of the company on 07 criteria;

-       Work equipment to be mobilized on 04 criteria;

-       References of the company on 01 criteria;

-       Organization and understanding of the project on 03 criteria;

-       Financial resources on 01 criterion;

-       Presentation of the offer on 01 criterion.

Bidders with at least 80% yes shall be admitted for financial analysis.

The lowest bid that meets the criteria will be retained. One company can’t win more than one (01) Lot.

Bidders will remain committed to their bids for ninety (90) days as from the deadline set for submission of tenders.
