The General Manager of the Special Council Support Fund for Mutual Assistance (FEICOM), hereby launches a solicitation notice for the purpose of recruiting a Technical/Engineering Research Consultancy desiring to participate in the pre-qualification for the services indicated herein-above, on funding of the investment budget of the Special Council Support Fund for Mutual Assistance (FEICOM) for the 2024 and subsequent financial years.
This solicitation notice for the expression of interest shall concern the pre-qualification of technical and engineering consulting offices/firms to participate in a Restricted National Invitation to tender for the monitoring and control of the constructions works of the civil engineering and hydraulic equipments parks in the municipalities of Koutaba, Maroua, Mfou and Tiko.
The technical and engineering consulting office/firm interested by the services mentioned above shall have established references in the field of building and public works.
This solicitation notice targets technical and engineering consulting office/firm established in Cameroon and having the technical and the financial resources to enable them to tender for the monitoring and control of the constructions works of the civil engineering and hydraulic equipments parks in the municipalities of Koutaba, Maroua, Mfou and Tiko. Overall, the services to be provided as part of this project are:
Mission 1 DET: Management of the Execution of the contracts of Works;
Mission 2 OPC : Scheduling, steering and Coordination of works ;
Mission 3 CCR: Supervision of the conformity of realizations;
Mission 4 AOR: Assistance to acceptance operations.

Acquisition of documents relating to this expression of interest:
The exhaustive description of the services concerned shall be specified in the Restricted Invitation to tender at the end of the pre-qualification phase.
Bids shall be submitted in closed and sealed envelopes and without any information on the technical and engineering consulting office/firm to the Department of Mobilization of Financial Resources, Expenditure and Accounting of FEICOM (Contracts and Supplies Service), Room 11, Extension 217, located at the former Head Office of FEICOM in YAOUNDE - Mimboman, latest, on _14 mai 2024 at 2:00 p.m. prompt. After this deadline, no bid may be accepted, modified or withdrawn. Bids shall be issued in six (06) copies, including one (01) original and five (05) copies, and drafted in English or in French. Constituted in a single envelope, each bid shall be labelled:

Candidates desiring to answer to this Solicitation Notice for Expression of Interest shall submit the following documents in one single volume.
V-1 First part (Administrative File)
The first part shall comprise administrative documents, in originals and certified true copies, dated not more than three (03) months and valid for 2024 financial year:
- One stamped dated and signed letter for expression of interest;
- A certificate of solvency issued by the Registrar of the Court of First Instance of the place of the headquarters of the enterprise;
- An attestation of non-exclusion from public contracts issued by ARMP;
- A certified copy of the tax-payer’s card;
- An attestation of non-indebtedness;
- An attestation of submission issued by NSIF;
- A location plan signed on honour, indicating the council, the district and the said place;
- A bank attestation
NB: It is specified that each bidder has 48 hours to complete his file. After that, the absence or non-validity of one of the documents above shall entail the outright rejection of the application.
V-2 Second part (Technical File)
V-2-1 Composition of the technical file
The technical file shall comprise:
V-2-1-1 The staff list for the realization
The minimum required staff list for the realization of this service shall be as follows:
- Experts (Architects, Civil Engineer, Electrical Engineer, Fluid Engineer, Geotechnician);
- Technical support staff (civil engineering technician, electrical engineering, plumbing and sanitary, topography);
- Administrative support staff.
The technical and engineering consulting office/firm shall have experts with proven knowledge in this field of work (civil engineering, architecture, geotechnics, Building construction, etc…). In this regard, the technical and engineering consulting office/firm or joint-venture should provide:
- the Curricula Vitae of its staff, dated and signed;
- the true copy of the certified certificate by the competent authority;
- the presentation of the composition of the competent team in charge of the realization of the services and defining the postings proposed;
- Registration attestation to the different orders.
V-2-1-2 References as concerns similar services
The technical and engineering consulting offices/firms shall present the references while specifying the list of fields of its specialization, its experience for the services earmarked in this notice. In order to be validated, each reference in the service of the same nature and same importance shall be justified by the following elements:
- Copy of the first and last page of the contract;
- The name of the Contracting Authority;
- The place of execution of the project;
- The certificate of proper execution of services or the minutes provisional works.
