1.Objet New(Additif)

As part of the execution of the 2017 Enterprise Development Plan of (The Local Materials Promotion Authority) MIPROMALO, the Director launches an Open National Invitation to Tender for the acquisition of vehicles for MIPROMALO

2.Consistance des prestations New(Additif)

The services of this tender include: Supply of vehicles at MIPROMALO.

3.Cout Prévisionnel New(Additif)

The estimated cost of the said vehicles following prior studies stands at:

Lot 1

 Fifty millions (50 000 000) F.CFA

Lot 2

Twenty-five millions (25 000 000) F.CFA

4.Allotissement New(Additif)

The tender shall be divided into two (02) Lots;

Lot 1

(02) Two pick-up vehicles diesel double carbine 4x4

Lot 2

(01) One  pick-up vehicle diesel double carbine 4x4

5.Participation et origine New(Additif)

Participation in this tender is open to automobile dealers regularly installed in Cameroon.

6.Financement New(Additif)

Services in this invitation to tender are funded by the Enterprise Development Plan of MIPROMALO (Lot 1: MINFI and Lot 2: MINRESI) 2017.

7.Consultation du Dossier New(Additif)

Tender files may be consulted during working hours at MIPROMALO, Finance Department PO BOX 2396 Yaoundé, Tel.: 00237 222 22 94 45; Fax. : 00 237 222 22 37 20; Upon publication of the present notice.

8.Acquisition du Dossier New(Additif)

Tender documents can be acquired from MIPROMALO, internal tenders board secretary’s office: PO BOX 2396 Yaoundé, Tel.: 00237 222 22 94 45; Fax. : 00 237 222 22 37 20; upon payment of a non-refundable amount of fifty thousand (50,000) FCFA LOT 1 et 25 000 FCFA LOT 2, payable to the Special Account CAS-ARMP No. 335988 opened at various BICEC branches.

10. Presentation of bids

Tenders shall be divided into three volumes and submitted in a simple envelope as follows:

Volume 1: Administrative documents;

Volume 2: Technical proposal;

Volume 3: Financial offer.

All the constituent documents (volumes1 and 2) shall be enclosed in a large and sealed outer envelope bearing only the subject of the tender concerned.

The different documents of each tender shall be numbered in keeping with the order indicated in the tender file and separated by colour dividers.

9.Remises des offres New(Additif)

Each bid with a total of seven (7) copies drafted in French or English, one (01) original and six (06) copies as well as an electronic copy of the financial offer marked as such should be received at the Local Materials Promotion Authority by latest 17 April 2017 at 12 Pm and should carry the inscription:

Bids received after the date and time deposits limits will not be accepted.

10.Delai de Livraison New(Additif)

The maximum delivery deadline is thirty (30) days, to be delivered at MIPROMALO’s headquarters in Yaoundé.

11.Cautionnement Provisoire New(Additif)

Each bidder must attach in his administrative documents, a provisional bid bond issued by a first rate bank approved by the Ministry of Finance featuring on the list in  document 9 of the tender file an amount of:

Lot 1

One million (1 000 000) F.CFA

Lot 2

Five hundred (500 000) F.CFA

Provisional deposit will be automatically liberated at most thirty (30) days after the expiry date of the validity of bids for bidders who have not been retained. In case the bidder has been attributed the contract, the provisional deposit will be liberated after the constitution of the final deposit.

Provisional deposit is valid for thirty   (30) days after the validity period of the offers.

Certified bank checks are not accepted in place of a bid bond.

12.Recevabilité des Offres New(Additif)
  • Any incomplete offer in accordance with the prescriptions of this notice and tender file shall be declared inadmissible especially the absence of a bid bond issued by a first-rate bank approved by the Ministry in charge of Finance
  • To avoid rejection, the administrative documents required, must be produced in originals or true copies certified by the issuing service or an administrative authority in accordance with the Special Conditions of the invitation to tender.
  • Before eliminating any bidder who has presented administrative documents considered not to be in conformity with the requirements of the tender documents, an additional period of 48 hours will be given to these candidates, either to give additional information or to bring further verification on the validity of the document.
  • They must not be older than three (3) months preceding the original date of submission of bids or must have been established after the signing of the notice of invitation to tender.
13.Ouverture des Plis New(Additif)

The opening of all bids (administrative documents and the technical and financial offers) shall take place in a single phase on the 17th 2017 at 1.00 pm in the Conference Hall of MIPROMALO. Only bidders may attend the opening session or be represented by a person of their choice.

14.Critères d'évaluation New(Additif)

Eliminatory criteria

- Administrative Offers

  • Lack of administrative documents in the tenders;
  • Fraudulent documents or false déclarations;
  • Absence of agreement or authorization of the manufacturer.

-Technical offers

  • Non – conformity of technical propositions to technical specifications (80%);
  • Fraudulent documents and false declaration;
  • Must have carried out a similar contract in the course of the last three (03) years
  • Non respect of at least 80% of the qualification criteria;

-Financial offers

  • Fraudulent documents or false declarations;
  • Absence of a quantified unit price.

15.2 Essential criteria

- After sales service                                                           yes/no;

- Presentation of tender                                                    yes/no

- Delivery deadline                                                            yes/no;

The non respect of 80% the criteria shall cause the elimination of the offer.

15.Attribution New(Additif)

The lowest bid and the best technically structured bid that meets the criteria will be retained.

16.Durée Validité des Offres New(Additif)

Bidders will remain committed to their offers for 60 days from the deadline set for the submission of tenders.
