The Director General of SODECOTON launches an Open National Invitation to Tender for the construction work of an electric cell in the Tchatibali, Mayo-Galke ginning sites and at the Garoua oil factories

The works subjects of this invitation to tender include:

-          Preliminary work,

-          The elevations,

-          The cover,

-          Coatings,

-          Electricity.

The present invitation to tender is launched in three (03) batches, subdivided as follows:

The participation to this invitation to tender is open to all legally recognized Cameroonian enterprises specialized in construction works. The participation of grouping companies is allowed provided that the leader is appointed and the specific responsibilities of each member of the group are clearly define

Financing is assured by the SODECOTON budget 2023 financial year

The file may be obtained as soon as this notice is published, from the secretary of the head office of SODECOTON, against presentation of a receipt of payment of non-refundable sum of 70 000 CFA francs as purchase fee for the file, into the CAS-ARMP special account N° 97568660001-28opened in BICEC agencies of Yaoundé-Agence Centrale, Douala-Bonanjo, Buea, Ebolowa, Dschang, Ngaoundere, Maroua, Limbe, Bafoussam, Bamenda, Garoua and Bertoua

The tenders, presented in form connected and written in French or English, established in six copies including one original marked as such will have to arrive at the latest on 10/01/2024 at 3 PM at secretariat of the head office of SODECOTON in Garoua.

Each bidder must include in his administrative documents, a bid bond issued by a first rate-bank or financial organism approved by the Minister of Finance featuringonthelistindocument12ofthe present Tender File, valid for thirty (30) days beyond the original date of validity of tenders, and of an amount of:

Under risk being rejected, the other administrative documents required must be produced in originals or true copies certified by the issuing service or an administrative authority in accordance with the Special Conditions of the invitation to tender.

They must not be older than three(3)months preceding the original date of submission of bids or must not have been established after the signing of the tender notice.

Any incomplete offer in accordance with the prescriptions of this notice and Tender File shall be declared inadmissible. This applies especially the absence of a bid bond issued by a first-rate bank or financial organism approved by the Ministry in charge of finance

The bids shall be opened in a single phase by the Internal Tender Board of SODECOTON in its meeting room at the Head office of the Society in Garoua on 10/01/2024 from 4 PM.  

Only bidders can attend or be duly represented by a person of their choice having a perfect knowledge of the offer

14.1. Eliminatory Criteria

- The absence or non-compliance of an administrative document after the regulatory deadline granted during the opening session;

- The absence, where applicable, of a notarized and duly registered grouping agreement;

- The absence of the bid bond;

-  False declarations or falsified documents;

- Lack of a quantified unit price

- Non-conformity of the submission model;

- Financial capacity less than 50% of the estimated cost;

- Execution time greater than 2 months;

-       Obtaining less than 70% yes to the evaluation of essential criteria.

The award will be done, batch per batch, on the basis of the lowest bid, to the tendered fulfilling the technical and financial conditions required. One tendered can be awarded the three (03) batches.

Bidders remain committed to their bids for ninety (90) days from the deadline for submission of bids
