TENDERS, IN EMERGENCY PROCEDURE N ° 085/RNIT/CUD/CIPM NO1/ 2023 OF 18/12/2023 RELATING TO THE TECHNICAL CONTROL AND SUPERVISION OF DRAIN DEVELOPMENT WORKS IN THE CITY OF DOUALA: BANGUE IN THE DISTRICT OF DOUALA 5th. Funding: Budget of the Urban Community of Douala - Fiscal years 2023 and following As part of the improvement of the living conditions of the populations of the City of Douala, the Mayor of the City of Douala, contracting authority, is launching a Restricted National Call for Tenders under Emergency procedure, for technical control and supervision drain development work in the city of Douala: Bangue in the Douala 5th district.

1.Objet New(Additif)

The purpose of this call for tenders is the technical control and supervision of drain development works in the city of Douala: Bangue in the Douala 5th district.

2.Consistance des prestations New(Additif)

The services include:
- the Department of the execution of the works contract (DET),
- Scheduling, Steering and Coordination of the Site (OPC),
- Assistance to Reception operations (AOR) and monitoring of environmental and social actions.

3.Cout Prévisionnel New(Additif)

The estimated cost of the service is twenty-five million (25,000,000) FCFA.

4.Allotissement New(Additif)

The service consists of one (01) single lot.

5.Participation et origine New(Additif)

Participation in this Call for Tenders is restricted to the technical design offices below,

6.Financement New(Additif)

The services covered by this call for tenders are financed by the Budget of the Urban Community of Douala for the 2023 and following financial years on line budget allocation No. 221 110.
The estimated cost of the operation, all taxes included, at the end of the preliminary studies is : twenty-five million (25,000,000) FCFA.

The file can be obtained during working hours, at the Directorate of General Services and Heritage / Sub-Directorate of Public Markets of the Urban Community of Douala, located at 1.049 Rue Pasteur, 210, Immeuble SCI Bonanjo, 5th floor, next to the Regional Delegation of Water and Forests, BP 43 Douala – Cameroon, Tel: (237) 233 42 18 50; Fax: 233 42 69 50; E-mail: villededouala@yahoo.fr, upon presentation of a receipt for payment of a non-refundable sum of fifty thousand (50,000) CFA francs, for the cost of purchasing the file, in the Special Account CAS N ° 33598800001 – 89 opened for this purpose by the Public Procurement Regulatory Agency (ARMP), at the branches of the International Bank for Savings and Credit (BICEC) in the regional capitals and towns of Limbé and Dschang. This receipt must identify the payer as a representative of the Company or Group of companies wishing to participate in the call for tenders.

Each offer written in French and/or in English in nine (09) copies, including one (01) original and seven (07) copies + a digital copy marked as such, must reach the Sub-Directorate for Public Contracts located at the NSIA Bonanjo building in the city of Douala at the latest than 18 JANVIER 2023 at 12.00 noon, local time and must be marked:

Bids received after the filing date and time will be non-responsive.

The documents constituting the offer will be divided into four volumes below, placed in a double envelope, including:

  • Envelope A containing the Administrative Documents (volume 1);
  • Envelope B containing the Technical Offer (Volume 2);
  • Envelope C containing the Financial Offer (Volume 3);
  • Envelope D containing the witness financial offer

All the constituent parts of the tenders (Envelopes A, B, C and D), will be placed in a large sealed outer envelope bearing only the mention of the Call for Tenders in question.

The different parts of each offer will be numbered in the order of the DAO and separated by colored dividers.

10.Delai de Livraison New(Additif)

The maximum period provided by the Project Owner for the performance of the services covered by this call for tenders excluding the guarantee period is twelve (12) months.

11.Cautionnement Provisoire New(Additif)

Each bidder must attach to their administrative documents, a bid bond in the amount of five hundred thousand (500,000) FCFA,, established by a first-rate bank or an insurance company approved by the Ministry in charge of finance, the list of which appears in document 12 of the DAO and valid for one hundred and twenty (120) days beyond the original date of validity of the offers. 
The absence of the deposit at the opening of the bids leads to the non-admissibility of the offer. 
The provisional guarantee will be released automatically no later than 30 days after the expiry of the validity of the tenders for the tenderers who have not been selected. In the event that the tenderer is awarded the contract, the provisional guarantee will be released after constitution of the definitive guarantee.
Bank checks, even certified ones, are not accepted in place of the provisional guarantee.

12.Recevabilité des Offres New(Additif)

Under penalty of rejection, the documents of the administrative file required must be produced in originals or in certified true copies by the issuing service or an administrative authority (Prefect, Sub-Prefect, etc.), in accordance with the stipulations of the Special Regulations of the Appeal. 'Offers.
They must be less than three (03) months preceding the original date of submission of tenders or have been established after the date of signature of the Notice of Call for Tenders.
Any incomplete offer in accordance with the requirements of the Invitation to Tender File will be declared inadmissible. In particular the absence of the bid bond issued by a first-rate bank or an insurance company approved by the Ministry in charge of Finance.

13.Ouverture des Plis New(Additif)

The opening of the folds will be done in two (02) step. The opening of administrative documents and technical and financial offers will take place on  18 JANVIER 2023  at thirteen (13) hours by the Internal Procurement Commission of the Urban Community of Douala, in the meeting room of the said Commission, located in the basement of the Municipal and Multimedia Circle of Douala 1 in BONANJO.

Only tenderers may attend this opening session or be represented by a duly authorized person of their choice.

14.Critères d'évaluation New(Additif)

Eliminating criteria:

  • Absence of the witness financial offer at the opening of the bids ;
  • Absence of the bid bond after the opening of the bids ;
  • Absence or non-compliance 48 hours after the opening of a document in the administrative file ;
  • False declaration or falsified document,
  • Presence of financial information in the Technical Offer ;
  • Lower technical score 70/100 ;
  • Presence on the list of defaulting companies published by MINMAP.

NB : Administrative and technical documents signed by persons other than those designated in the DAO will not be taken into account.

Financial offer:
Only financial offers from tenderers who have obtained a technical score greater than or equal to 70 points out of 100 will be analyzed.
The formula used to establish the financial scores is as follows:
SF = 100 x Fm / F
 SF : financial score, Fm : amount of the lowest priced proposal, F : amount of the considered proposal

15.Attribution New(Additif)

The contract will be awarded to the tenderer whose tender has met the eliminatory criteria, technically and essentially compliant and evaluated as the best-performing

16.Durée Validité des Offres New(Additif)

Tenderers remain bound by their tender for 120 days from the deadline set for the submission of tenders.
