In order to improve the living conditions of the populations of the city of Douala through the fight against floods, the Mayor of the city of Douala is launching an Open National for the execution of the works construction of a drain in Bangue in the Douala 5th district.
The estimated cost of the operation is egal to four hundred seventy-five t million (475 000 000) franc FCFA .
The works, subject of this Call for Tenders, are made up of one (01) and unique lot.
Participation in this call for tenders is open to all public works companies governed by Cameroonian law.
The works that are the subject of this call for tenders are financed by the Budget of the Urban Community of Douala for Fiscal Years 2021 and following, on the budget line n ° 221110.

The Invitation to Tender file can be withdrawn during working hours, upon publication of this notice, at the Procurement Sub-Directorate, located at Pasteur street BP 43 Douala, Tel . : (237) 233 421 509 / Fax: (237) 233 426 950, against presentation of a receipt for payment of the non-refundable sum of one hundred and fifty thousand (150,000) FCFA payable in the special account CAS-ARMP N ° 33598800001 - 89 open to BICEC agencies in the regional capitals and in the towns of Limbé and Dschang. This receipt must identify the payer as a representative of the company wishing to participate in the Invitation to Tender.
Each offer written in French and / or English in seven (07) copies including one (01) original and six (06) physical copies and a digital copy marked as such, must reach the Sub-Directorate of Procurement of the Urban Community of Douala no later than 18/12/2024 at 12 o'clock and must bear the mention:

Presentation of offers
The documents constituting the offer will be divided into three volumes below, placed in a single envelope:
- Envelope A containing the Administrative Documents (volume 1);
- Envelope B containing the Technical Offer (Volume 2);
- Envelope C containing the Financial Offer (Volume 3).
All the documents constituting the offers (Envelopes A, B and C), will be placed in a large sealed outer envelope bearing only the words:
The maximum time provided by the Client for carrying out the work covered by this call for tenders is set at: twelve (12) months.
Each tenderer must attach to his administrative documents, a bid bond in the amount of: nine million five hundred thousand (9 500 000) F CFA. Established by a first-rate bank or an insurance company approved by the Ministry in charge of finance, the list of which appears in Exhibit 12 of the DAO and valid for one hundred and twenty (120) days beyond the original date of validity of the offers.
Under penalty of rejection, the required documents from the administrative file must be produced in originals or in certified true copies by the issuing department, in accordance with the provisions of the Special Regulations of the Invitation to Tender.
They must be less than three (03) months preceding the original date of submission of tenders or have been established after the date of signature of the Notice of Call for Tenders.
Any incomplete offer in accordance with the requirements of the Invitation to Tender File will be declared inadmissible. In particular the absence of the bid bond issued by a first-rate bank approved by the Ministry in charge of Finance.
The bids shall be opened in one phase.
The opening of the administrative documents, the technical and financial offers shall take place on the 18/12/2023 at 1 pm, local time by the Internal Public Tenders Board of the Douala City Council, in its meeting hall at the basement of the Douala 1st Municipal and Multimedia Center of Bonanjo.
Evaluation criteria
a) Absence of the bid bond at the opening of the bids
b) Absence of a single document from the administrative file when the envelopes are opened after 48 hours
c) Absence of site visit signed by the project owner’s technical services accompanied by the technical report including photographic illustrations
d) False declaration or forged document
e) Non-satisfaction of at least four (04) essential criteria out of five (05)
f) Omission of a quantified unit price
g) The presence in the directory of failing companies published by MINMAP
h) omission of quantified unit price;
i) Have a contrat with the CUD with a delay in execution of more than two (02) years.
B. Essential criteria a.To. Turnover yes / no
The contract will be awarded to the tenderer whose tender has met the eliminatory criteria, technically as the lowest priced.
NB: the award of the contract will also take into account the tenderers' cost plan.
The tenderers remain committed by their offer for ninety (90) days from the deadline fixed for the submission of tenders
