As part of improvement regulation traffic by traffic lights in the city of Douala, the Mayor of the city of Douala (DCC), Contracting Authority, launches an Open National Invitation to Tenders for the Maintenance and Extension of the traffic light network on twenty-one (21) traffic light intersections in the city of Douala
The maintenance consists:
1) Maintaining a satisfactory level of service (maintenance work);
2) The supply of equipment for maintenance work and emergency work occurring during the contract;
3) Emergency work to replace deteriorated or damaged traffic light equipment.
4) New works for the implementation of certain intersections with traffic lights.
The estimated cost of the service is 410 000 000 (four hundred and ten millions) CFA share as follows :

Each tenderer must attach to his administrative documents, a bid bond established by a first-rate bank or an insurance company approved by the Ministry of Finance and listed in Exhibit 11 of the Invitation to tender file in the amount of:

the documents in the administrative file must be produced in originals or in copies certified as true by the issuing department or an administrative authority (Prefect, Sub-Prefect, etc.), in accordance with the provisions of the Special Rules for invitation to Tenders.
They must not be older than three (03) months of the original date of submission of tenders or have been drawn up after the date of signature of the tender notice. Any bid that is incomplete in accordance with the requirements of the bidding documents will be declared inadmissible. In particular, the absence of a bid bond issued by a well acclaimed bank or insurance company approved by the Ministry of Finance.
The opening of the bids will be done in One (01) times. The opening of the administrative documents and technical offers will take place on the 08/02/2024 at 1 pm, local time by the Internal Procurement Tenders Board of the Douala City Council, in its meeting room located in the sub-soil of the Municipal Multimedia Circle of Douala 1st in Bonanjo. The opening of the financial proposals of technically qualified bidders will take place at a later date.
Only bidders may attend this open session or be represented by a duly authorized person of their choice.
Eliminatory criteria
– Absence of the bid bond at bid opening;
– Absence or non-conformity forty-eight (48) hours after the bid opening of a document in the administrative file;
– False declaration or falsified document;
– Failure to meet two (02) essential criteria;
– Absence of a quantified unit price; Non-compliance with major technical specifications for supplies in the supply characteristics summary table in the CCTP
– Failure to meet reference criteria
– Presence in the annual directory of defaulting companies established by the Ministry of Public Procurement
– Absence of the sworn statement attesting that the company does not hold a contract with the DCC, not completed and whose deadlines have expired for at least two years.

The ContractingAuthority will award the contract to the Tender’s whose Tender has been recognized as conforming essentially to the Tender’s documents, having the technical and financial capacities required to perform the Contract satisfactorily and whose Tender will have evaluated as the lowest bidder including the discounts offered.
A company cannot be allocated two lots.
Tenderers remain bound by their bids for Ninety (90) days from the deadline for submission of Bids.
