The Mayor of MERI Council, Pro|ect Owner and Contracting Authorlty, hereby launches an Open Invitation to Tender, under urgent procédure for the recruitment of an Architecture ond/or Engineering Flrm to control ond monitor the construction v/orks of a housing estote of twelve (12) housîng units, type T3 in MERI council, DIAMARE Division, FAR NORTH Région.
The buildings to be constructed consist of 06 blocks of 02 apartments type T3 housing.
The services which the subject of thîs Invitation to Tender sholl include: the foUowlng missions:
1. Mission 1: Examlnatlon of the conformlty to the project, visa of the studies and the exécution project mode by the company (EXE);
2. Mission 2: Dlrectorote for the exécution of works contracts (DET) scheduling, management and coordination of construction sites (OPC);
3. Mission 3: Assistance In provislonal, final Acceptance Opérations and during the warranty period.
The estimated cost of these services Is sixteen million, seventy-four thousand, fîve hundred and seventy-nine (16 074 579) FCFA francs, including taxes.

The services which are the subject of thîs Invitation to Tender are financed by the Budget of the Municipal Housing Construction Program (PCCM), 2024 Financlal Year and subséquent financial year.
The Tender File may be consuited as soon as this notice is publlshed, during workîng hours/ ot the Secrétariat Général of MERI Council and/or at the Department of Partnershîp Projects and Programs (DPPP) located at the former Head Office building of FEICOM, in MiMBOMAN, Yaoundé,
The Tender File (DAO) shall be consulted on presentation of the original receipt for the payment, at the Municipal Treasory of MERI Council, of a non-refundable amount of CFA francs Fifty thousand (50,000) representing the cost of purchasing the Tender File.
Bids drafted in French or English, in seven (07) copies of which one (01) original and six (06) copies, labelled as such, in accordance v/Ith the provisions of the Tender File, shall be submitted no later than 21/02/2024 at 02:00 pm, against a receipt duly signed by the Service Head of Projects and Programmes Contact (DPPP).

The maximum period provldéd for by the Project Owner for the delivery of the services which are the subject of this Invitation to Tender Is ten (10) months from the date of notification of the Service Order to start the services.
Each bidder shall attach to hls/her administrative documents, a bid bond issued by a fîrst class bank approved by the Ministry of Finance, the llst of which îs provided in Document 11 of the DAO, and amounting to CFA francs three hundred thousand (300 000); valid for ninety (90) days beyond the deadilne for the validity of bids.However, during the openlng of blds, any bidder who has produced a bond issued by on Insurançe Company wlll be granted a period of 48 hours fo comply.
As per the Spécial régulations governing the Invitation to Tender, the requlred administratlve documents must be submitted In original copies or copies certified true by on administrative authority,otherwise they shall be re|ected. They shall date not more than three (03) months prior to the Inîtial date for the submission of bids or be issued after slgnîng of the Invitation to Tender.
Any incomplète bld, as per the requirements of the Tender File, namely the absence of the bid bond Issued by a flrst-ranked bank approved by the Ministry In charge of Finance or fallure to
comply with the model documents of the Tender File, shall be declared Inadmissible and rejected wîthout any appeal.
Bids sholl be opened by tenders Board of the Municipal Housing Construction Programme (PCCM), on 21/02/2024 at 3 p.m. prompt, ot the former Head Office building of
FEICOM, in MIMBOMAN, Ycoundé.
Bids shall be opened in two (02) phases.
Elimlnatory criteria
• Absence or non-compllonce of a document In the adminîstrotive file beyond the grâce period of 48 hours allowed by the Tenders Board;
• Absence of the bld bond;
• False déclarations or forged documents (the ITB ond the Contracfing Authorlly shall have the rlght to carry out the vérification of the authentlcity of any doubtfuldocument);
• Absence In the technica! offer of a section "organisation, action plan ond staff mobilisation schedule";
• Fallure to meet at leost 70% (i.e. 37 YES out of 53) of the essentiel criteria;
• Omission of a quantified price in the financlal offer;
• Incomplète finandal offer.
Essentiel criteria
technical offers will be assessed based on the following essential criteria:
A- Général présentation of the offer 03 points
B- Understonding of the work required (observations on the ToR, organisation, action plan and staff mobilizatlon schedule) 15 points
C- Général experlence of the Contractor in simllar services 05 points
D- References of the Contractor in simllar missions; attach contracts (first and lost pages wîth acceptance reports) 25 points
E- Qualification of the personnel specialîsed In the fleld of the mission 35 pointsTechnical and material resources to be put In place 12 points
TOTAL 95 points
The contract wlll be awarded to the bidder whose bid is assessed as the best and mosf compliant wIth the Tender File, i.e. the bidder wlth the highest combined technical and financial score wlll be awarded the contract and Invited to negotîatlons, If necessary, in view of the signature of the contract.
Bidders shall remain committed by their blds for a perlod of ninety {90} days wlth effect from the deadilne set for the receipt of bids.
