Within^. the framework of implementing the activities related to Year 2 (2017) of the State/SOWEDA `Contrat Plan' the General Manager of SOWEDA hereby launches an open National Invitation to Tender for the supply of office equipment and a survey equipment under the Technical Restructuring Axis of the `Contrat Plan'.

The services related to this contract shah comprise the supply of office equipment including computers, printers, photocopies destined for use in the Documentation and Archives Centre, and a Total Station (Survey Equipment).

The estimated cost of this tender is:

• Lot 1 - FCFA 25,000,000 (Twenty Five Million).
• Lot 2 - FCFA 10,000,000 (Ten Million).

The supplies that are subject of this tender shah be in 02 (Two) Lots as follows:

• Lot 1: Office Equipment (Computers, Printers, Photocopiers... )
• Lot 2: 01 Total Station (Survey Equipment)

Participation in this invitation to tender is open to duly legalized Cameroonian based enterprises that are experienced in the supply of Office Equipment and a total station and which fulfill the requirements of this invitation to tender.

The supplies which are subject of this invitation to tender shah be financed as follows:

• Lot 1 - CP ETAT/SOWEDA: Line BIP/MINADER 2017.
• Lot 2 - CP ETAT/SOWEDA: Line SOWEDA 2017

Interested bidders can consult the tender file at the Head Office of SOWEDA, Buea (Department of General Affairs) during working hours (7.30 am. to 3.30 p.m.).

The tender file may be obtained from the same address above, as soon as this notice is published against payment of the sum of 50,000 (lifty thousand) francs CFA, payable into the CAS-ARMP Account N° 335 988 in any BICEC Bank Branch.

Any document poorly drawn up, not bound as per Article 24 o/ 11w Public Con tracts Code or not
produced in seven (7) copies .shah be rejected.

The maximum deadline provided for the delivery of the various items that are subject of this tender is fixed at 02 (Two) months for each Lot.

Each bidder must include in their administrative documents a bid bond issued by a first rate banking establishment approved by the Ministry in charge of finance and whose list is found in document No. 12 of thé Tender File and valid for^. thirtv (30) davs bevond the date of validity of bids amounting as follows: de

• Lot 1— FCFA 500,000 (five hundred thousand francs)
• Lot 2— FCFA 200,000 (two hundred thousand francs)

Subject to being rejected, documents in the administrative file must include only originals or true copies certified by the issuing service or competent administrative authorities in accordante with the Special Regulations of the invitation to tender. These documents must be less than three (3) months old or established after the signing of the tender notice.

Any bid not in conformity with the prescriptions of the Tender File shah be declared inadmissible. Especially the absence of a bid bond-issued by a first-rate bank approved by the Minister in charge of Finance or the.non-respect of the models of the tender file documents shah lead to a pure and simple rejection of the bid.

The bids shah be opened in a single phase on 02/05/2017 at 11 a.m. local lime in the SOWEDA Conference Hall by the SOWEDA Internai Tenders Board. Only bidders may attend or be represented by a duly mandated persan.

• Non-compliance with more than 30% of the technical specifications of the equipment ee Absence of quantified unit price
• Non-compliance with model tender
• Absence of prospectus accompanied by the technical sheets from the manufacturer

Essential Criteria

The following binary mode of evaluation shah be used:

The contract shall be awarded ta the bidder %vhose administrative bid shah be up-to-date, technical bid judged satisfactory and who shah be the least bidder.

A bidder may bid for and be awarded more than one Lot.
