The Ministry of Public Contracts, established by Decree No.2011/408 of 09 December 2011, is responsible for the organisation and smooth functioning of public contracts.
As such, and in conjunction with the ministries and services concerned, it launches public contracts calls for tender, awards contracts and controls their execution in the field, and where necessary, participates in financial costing of public contracts
Within the framework of fulfilling these missions, as specified by Decree No. 2012/074 of 8 March 2012 and notably for the purpose of the public contracts award activities, the Ministry of Public Contracts intends to build a Central Directory of Experts for Contracts within the realm of Central and Ministerial Tenders Boards on the one hand and, on the other hand Regional Directories of Experts for Contracts within the realm of Local Contracting Authorities, Regional and Local Authorities (CTD), Administrative Public Establishments (EPA) and Public and Semi-Public Sector Enterprises (ESPP) concerned.
By this, the Minister Delegate at the Presidency of the Republic in charge of Public Contracts invites any persons, interested in carrying out this mission and meeting the profile stated in point III below, to express his interest in one or several areas of competence listed in point IV, under the conditions defined in point VI.
The mission of the expert consists in analysing, evaluating and giving opinion on documents related to the award of public contracts in his domain of competence, as an individual consultant or as part of working group comprising other Experts.
To this effect, the Expert will be consulted based on specific Terms of Reference (ToR) which will be provided to him. He will have to produce a comprehensive report at the end of his mission.
This call for expression of interest concerns any natural person who fulfills the following requirements:
Those concerned are, executives from the public, semi-public or private sector and the civil society.
Candidacies from the personnel of the Ministry of Public Contracts (MINMAP), the Public Contracts Regulatory Agency (ARMP), and the Independent Observers (OI) are inadmissible.
The areas of competence concerned by this call for expression of interest are as follows:
A – Road Works (Studies, Works and Control)
B - Building Works and Public Amenities (Studies, Works and Control)
C - Other Infrastructure
D – General Procurement (Studies, supplies, installations and maintenance)
E - Services and Intellectual Services (Studies, audits and surveys)
N.B. : All other expertise not specified in this invitation may equally apply.
The mission of the expert will be financed by the budget of the contracting authority beneficiary of the expertise.

Every candidate should indicate the place(s) where he/she intends to work (Central Services and/or Regional Delegations or Divisional Delegations (to be specified).
The Minister Delegate at the Presidency of the Republic in charge of public contracts reserves the right to verify the accuracy of information given and the authenticity of documents provided. Any false declaration will lead to the elimination of the candidate.
The evaluation of the proposals of candidates will be done by a panel set up by the Minister Delegate at the Presidency in charge of Public Contracts at the central level and in each region. This evaluation shall be done in two stages as follows:
The first stage will comprise the evaluation of the proposal of candidates on twenty-five (25) marks, at the end of which only those having obtained the minimal mark of 15/20 will be admitted to the second stage, dedicated to an interview with a jury on five (5) marks.
At the end of the overall evaluation, only candidates with a total of at least 18marks on 30 will be retained in the catalogue of experts. The latter will be classified according to three categories:
A. Case of Central directory
