Call for expression of interest No 001/AMI/PR/MINMAP/2017 of 01 March 2017 to build a central directory and regional directories of experts for the purpose of Public Contracts award activities

1.Contexte New(Additif)

The Ministry of Public Contracts, established by Decree No.2011/408 of 09 December 2011, is responsible for the organisation and smooth functioning of public contracts.

As such, and in conjunction with the ministries and services concerned, it launches public contracts calls for tender, awards contracts and controls their execution in the field, and where necessary, participates in financial costing of public contracts

Within the framework of fulfilling these missions, as specified by Decree No. 2012/074 of 8 March 2012 and notably for the purpose of the public contracts award activities, the Ministry of Public Contracts intends to build a Central Directory of Experts for Contracts within the realm of Central and Ministerial Tenders Boards on the one hand and,  on the other hand Regional Directories of Experts for Contracts within the realm of Local Contracting Authorities,   Regional and Local Authorities (CTD),  Administrative Public Establishments (EPA) and Public and Semi-Public Sector Enterprises (ESPP) concerned.     

By this, the Minister Delegate at the Presidency of the Republic in charge of Public Contracts invites any persons, interested in carrying out this mission and meeting the profile stated in point III below, to express his interest in one or several areas of competence listed in point IV, under the conditions defined in point VI. 

2.Objet New(Additif)

The mission of the expert consists in analysing, evaluating and giving opinion on documents related to the award of public contracts in his domain of competence, as an individual consultant or as part of working group comprising other Experts.
To this effect, the Expert will be consulted based on specific Terms of Reference (ToR) which will be provided to him. He will have to produce a comprehensive report at the end of his mission. 

3.Consistance des prestations New(Additif)

This call for expression of interest concerns any natural person who fulfills the following requirements:

  • Have University qualifications of at least GCE A/L+ 3 or its equivalent for the Central Directory and at least GCE A/L or its equivalent for Regional Directories;
  • Have technical skills and professional experience of at least seven(07) years for the Central Directory and at least five (05) years for Regional Directories in one of the domains of competence listed in point IV ;
  • Have proven knowledge of national and international procedures for public contracts.

Those concerned are, executives from the public, semi-public or private sector and the civil society.

Candidacies from the personnel of the Ministry of Public Contracts (MINMAP), the Public Contracts Regulatory Agency (ARMP), and the Independent Observers (OI) are inadmissible.

B - Building Works and Public Amenities (Studies, Works and Control)

N.B. : All other expertise not specified in this invitation may equally apply.

5.Financement New(Additif)

The mission of the expert will be financed by the budget of the contracting authority beneficiary of the expertise. 

6.Remises des offres New(Additif)

Applications files should be submitted in sealed envelopes against receipt no later than 30 March 2017 at 3 :30 pm prompt at the following addresses:

  • Call for Tender Support Unit ( CALAO) located in Building A hosting the Ministry of Public Contracts, ground floor, room 09  for candidates for the Central directory
  • The Secretariat of Regional and Divisional Delegates for candidates for the regional directories.

Every envelope will carry the label below:

7.Composition du dossier New(Additif)

Every candidate should provide a file comprising:

  • A stamped letter of expression of interest specifying the domain(s) of competence solicited
  • An identification form that can be downloaded on the MINMAP website, www.minmap.gov.cm or collected from :
  1. The Call for Tender Support Unit ( CALAO) at Building A hosting the Ministry of Public Contracts, ground floor, room 09  or
  2. The Secretariat of Regional or Divisional Delegates of Public Contracts.
  • A curriculum vitae dated and signed by candidate, indicating his/her academic and professional qualifications and highlighting his technical abilities in the domain of interest, accompanied by all documents justifying experience in the domain of expertise in public contracts
  • For those candidates who are required to belong to an Order to practice their profession, documentary evidence of registration in the said Order.
  • Copies of diplomas, certificates or attestations in the domain(s) solicited, certified by an administrative authority  (Sub-Divisional Officer, Divisional Officer or Governor) ;

Every candidate should indicate the place(s) where he/she intends to work (Central Services and/or Regional Delegations or Divisional Delegations (to be specified).

The Minister Delegate at the Presidency of the Republic in charge of public contracts reserves the right to verify the accuracy of information given and the authenticity of documents provided. Any false declaration will lead to the elimination of the candidate. 

8.Critères d'évaluation New(Additif)

The evaluation of the proposals of candidates will be done by a panel set up by the Minister Delegate at the Presidency in charge of Public Contracts at the central level and in each region. This evaluation shall be done in two stages as follows:
The first stage will comprise the evaluation of the proposal of candidates on twenty-five (25) marks, at the end of which only those having obtained the minimal mark of 15/20 will be admitted to the second stage, dedicated to an interview with a jury on five (5) marks.

At the end of the overall evaluation, only candidates with a total of at least 18marks on 30 will be retained in the catalogue of experts. The latter will be classified according to three categories:

  • Category I: For experts having a total score mark of between 18/30 and 22/30.
  • Category II: For experts having a total score mark between 23/30 and 27/30 marks.
  • Category III: For experts having a total score mark above or equal to 28/30 marks.

I)  GENERAL EXPERIENCE IN THE CANDIDATE’S DOMAIN OF COMPETENCE / 10 mks

Between 5 and  10 years (1mk)

Between 10 and  20 years (2mks)

II) SPECIFIC EXPERIENCE IN PUBLIC CONTRACTS /15 mks

2.1 Training in public contracts  /2.5 mks

2.1.1

Documentary evidence of training (certified diplomas, certificates or attestations) in the national procedures of public contracts/2mks (that is 1mk/certified proof )

2.1.2

Documentary evidence of training  (certified diplomas, certificates or attestations) in  international procedures of public contracts 0.5 mk

2.2 Specific Experience in national procedures of public contracts/10mks

Proof of work position or office held in a public contracts service/2mks

Proofs of participation in bids evaluation deliberations /6 mks( that is 2mks/participation)

2.2.3

Proof of participation or execution of other expertise  (audit, training, studies ) in the public contracts domain /2mks  (1mk/proof)

2.3 Specific Experience in  international procedures of public contracts /2.5mks

2.3.1

Proof of  work position or office held in a public contracts service /1mk

Proofs of participation in bids evaluation deliberations  /1 mk (that is  0.5mk/participation)

Proof of participation or execution of other expertise  (audit, training, studies ) in the public contracts domain /0.5mk

N.B.: Only the candidates having obtained at least 15/25 shall be admitted for interview with the jury.
