(1)Eliminatory Criteria The eliminatory criteria is aimed at identifying and eliminating incomplete tenders that are not in conformity essentially with the conditions stated in the tender file. The eliminatory criteria are; - Incomplete or non-compliant administrative file 48 hrs after opening of the tenders, in accordance with *Article 92 (9) of decree N° 2018/366 of 20 June 2018 concerning the public Contracts System;* - Absence of the bid bond; - False declaration or forged document - Failure to score at least 90% of the total essential criteria - Omission of a quantified unit price from the price schedule in the financial offer - Change in the wording or quantities of the specifications framework inserted in the tender file. - Omission of a quantified unit price. - Incomplete or non compliant financial offer.
