Within the framework (if the 2017 PUBIC INVESTMENT BUDGET, the Mayor of Tinto Council Manyu Division, Contracting Authority hereby launches an OPEN NATIONAL INVITATION TO TENDER BY EMERGENCY PROCEDURE FOR THE SUPPLY OF MEDICAL EQUIPMENT TO EKPOR HEALTH CENTER, Manyu Division, South West Region
The services comprise the supply of medical equipment to health centres and the detailed information provided for in the technical specifications and the quantitative estimates.
The supplies are in one lot as follows:
The tender is open to duly legalized Cameroonian enterprises that fulfil the requirements of invitation to tender.
These projects shall be financed by the relevant credit allocation in the 2017 PUBLIC INVESTMENT BUDGET per the imputations:

The tender file can be consulted and obtained as from the date of publication of this invitation to tender at the Contract unit of Tinto Council, Tel. 675786462, ARMP and other stake holders (structures) recognised by the Public Contracts Code.
The file may be consulted during working hours at the Contract unit of Tinto Council as soon as this notice is published.
The file may be obtained from the Contract unit of Tinto Council as soon as this notice is published against payment of the sum of Fourteen thousand eight hundred (14,800) CFA francs, payable at the Municipal Treasury of Tinto Council, (on or before the last two deys to the opening of bids) as a non refundable fee representing the cost of the tender file.
Each bid drafted in English or French in Pive (05) copies including one original and four (04) copies marked as such, should be submitted against presentation of a receipt at the Contract unit of Tinto Council not later than 19/4/2017 at 09.00 am and should carry the inscription:

The maximum Execution deadline provided for by the Contracting Authority shall be Three a (03) months i.e. Ninety (90) calender days.
Each bidder must include in his Administrative documents, a bid bond issued t:),)a first-rate banking establishment approved by the Ministry in charge of finance and whose Iist is found in document Annex No.12 of the tender file, of an amount of One hundred and sixty thousand (160.000) CFA francs for a validity period of ninety (90) days from the date of opening.
On pain of being rejected, only originals or true copies certified by the issuing service or administrative authorities must imperatively be produced in accordance with the Special Regulations of the invitation to tender. They must obligatorily be not older than three (3) months preceding the date of submission of offers or may be established alter the signature of the tender notice. Any offer not in conformity with the prescriptions of this notice and tender file shall be declared inadmissible. Especially the absence of a bid bond issued by a first-rate bank approved by the Minister in charge of Finance or the non respect of the models of the tender file documents shall lead to a pure and simple rejection of the offer.
The offers shall be opened in single phase. The opening of the Offers shall be on 19/04/2017 at 10 am local time by the Tinto Council Tenders Board situated at the Tinto Council Hall and, the Technical Offer (Envelope B) and Financial offer [Envelope C] shah be analysed by the Subcommittee for evaluation of bids.
Main qualification criteria
The criteria relating to the qualification of candidates could indicatively be on the following:

The contract shall be awarded to the lowest bidder who satisfies the Administrative and Technical dispositions.
Bidders will remain committed to their offers for thirty (30) days from the deadline set for the submission of tenders.
