The Lord Mayor of ALOU Council, Contracting Authority of the investment project hereby launches an Open National Invitation to tender for the supervision/control of works for the construction of the ALOU council chambers under the 2017 budget, in the locality of ALOU.

Participation is open, under the same conditions, to all Civil Engineering Consulting Enterprises which are based in the Republic of Cameroon and fulfil the conditions stated in the special regulations governing the invitation to tender which is the document No. 2 of this tender file.

Works referred to in this invitation to tender shall be funded by the budget of the Special Council Support Fund for Mutual Assistance (FFICOM) and Al.OU Council.

After scrutiny of the bids by the ALOU council internai tender board, contracts shah be signed between the successful bidder and the Contracting Authority on behalf of ALOU Council

The tender file drafted in English or French, may be obtained from ALOU Council, upon publication of this notice, against payment of a non-refundable sum of CFA Francs 50,000,
representing the cost of the tender file.

Each bid shah be drafted in English or French, sealed and presented in six copies (01 original and 05 copies) for each set of documents; Administrative, Technical and Financial. Any bid not in compliance with the specifications of this tender notice and file shah be declared inadmissible. Notably, the absence of the bid bond issued by a first rate bank approved by the Ministry in charge of finance or its non-compliance with the mode! documents of the tender file shah lead to outright rejection of the bid without any possibility of appeal. All these documents shah be sealed and shall be received by the Tenders Board of ALOU Council against a receipt, on or before 24/04/2017 at 10 a.m. prompt and shall be labelled  as such

Each bidder shah enclose to his bid a bid bond of Four Hundred and twenty nine thousand six hundred and eighty two francs(429682)CFA with a validity of ninety (90) days pursuant to the provisions of decree No. 2004/275 of 29/09/04 to lay down the Public Contracts Code. This bid bond shah be issued by a first-rank banking institution approved by the Ministry of Finance as per the conditions defined by the Bank Commission of Central Africa (COBAC). Certified cheques shah not be accepted.

ELIMINATORY CRITERIA

• Absence of bid bond
• Absence or false déclaration of an administrative, technical or financial document
• Absence of a registered Civil Engineer into the National Orders of Civil Engineers, as the key personriel
• Technical score inferior to 70% on 100% yes;
• Presence of financial information in technical offer

12. Qualification criteria

Evaluation shah be carried out on the basis of pre-defined criteria to which yes or no shah be allocated in a manner to attain the total score of 100% yes. These criteria are grouped by captions as following: 

PHASE 2

c) Opening of financial bids

Only bidders whose administrative and technical bids were declared admissible following phase 1 shall be admitted to phase 2, the opening of financial bids.

Bids shah be valid for ninety (90 days) as from the deadline for their submission.
