Within the framework of the ALOU Council Investment Budget 2017, the Lord Mayor for ALOU Council, Contracting Authority, hereby through a loan from FEICOM launches an Open National Invitation to Tender FOR THE CONSTRUCTION OF THE ALOU COUNCIL CHAMBERS IN ALOU SUR DIVISION OF THE LEBIALEM DIVISION
The works comprise the preliminaey studies carried out and the detailed information provided in the technical specification.
- Preparatory works;
- Earth works;
- Foundation works;
- Masonry/Elevation;
- Carpentry, roofing and ceiling wor
- Electricity works;
- Painting works;
- External drainage works (VRD);
The provisional cost of this project is 306 915 386 FCFA
The tender is open to duly legalized Cameroonian enrerprises that fulfil the requirements of this invitation to tender.
The works which foret the subject of this invitation to tender shall he financed by ALOU Council via funds from FEICOM for the 2017 financial year, Budget I lead N° FEICOM/ALOU COUNCIL,

The complete tender file may be obtained from the CDO, ALOU Council upon presentation of a treasury receipt attesting to the payment of a non-refundable suai of One Hundred And fifty Thousand (150 000)FCFA, at the Council Treasury.
PRESENTATION OF OFFER :
The documents constituting the offer shah be in three volumes sealed in seperate envelopes as described below.
- Envelope A- Administrative documents (Volume 1) ;
- Envelope B- Technical Offer (Volume 2) and ;
- Envelope C- Financial Offer (volume 3).
The separate envelpes pre-cited above shall be sealed in a single envelope carruing uniquely the subjet of the current offer
Each bid drafted in English or French in seven (07) copies including one (01) oriinal and six (06 copies marked as such should reach the CDO 's office , Alou Council, not later than 24/04/2017 at 10 am, local time three (03) distinct envelps which shall be labelled as follows : (as indicated in paragraph 8 above)

The maximum period provided for the execution of the works is fixed at Six (06) months.

Each bidder must include in his/her administrative documents a bid bond issued by a first class bank approved by the Ministry in charge of finance and recognized by COBAC (Commission Bancaire pour l'Afrique Centrale) featuring on the list in Document 12 of the tender file of an amount of six million one hundred and thirty eight thousand , three hundred and eight (6 138 308) francs CFA with a validity period of Ninety (90) days from the date the bids are opened.
Under pain of rejection, the required administrative documents must be imperatively produced as original documents or photocopies certified as authentic by the issuing authority, in accordante with the Special Regulations of the Invitation to Tender, within the last three months, otherwise they shall not be accepted.
Any bid not in compliance with the specifications of this tender notice and file shall be declared inadmissible. Notably, the absence of the bid bond issued by a first class bank approved by the Ministry in charge of finance or its non-compliance with the model documents of the tender fie shall to outright of the bid without any possibilituy of appeal.
The bids shall be opened in a single (01) phase on the 24/04/2017 at 11 am local time by the Council Tenders Board in the ALOU council Conference Hall, in the presence of the bidders or duly authorized representatives having full knowledge of the file (power of attorney).
14. MAIN ELIMINATORY CRITERIA:
Any bid flot meeting with the requirements of the Tender File will be declared inadmissible. The eliminatory criteria are identified as follows:
- The Jack of bid security;
- Non compliance with major technical specification as stated in the tender document;
- Absence of an administrative document;
- Lack of an attestation of non-exclusion from ARMP;
- False declaration of forged document;
- Unjustified unit price sub detail;
- Financial situation below a third of the estimated cost;
- Non compliance with bid mode!;
- Failure to present the required essential equipments;
- Lack of proof for realising a similar project;
- Any bid submitted after 10 AM on24/04/2017 shah be eliminated;

The non-compliance with any two (02) criteria out of the six (06) above shah cause the elimination of the bid.
The contract shall be awarded to the bidder with the best reasonable offer having good Financial, technical and administrative files.
Bidders shall be bound by their bids for a period of 90 (ninety) days with effect from the date of opening of bids.
