Within the framework of the 2024 planning for the aspirations of the local population, the Mayor of the Douala IV Sub-Divisional Council, the contracting authority, launches an Open National Invitation to Tender, FOR the further of the works of construction the subdivisional medical centre of bonamikano-Bonaberi-Douala.
The works consist of:
The estimated cost for the execution of construction is fifty million (50 000 000) francs CFA.
Only companies incorporated under Cameroonian law and possessing the required financial, technical and legal capabilities are allowed to participate in this tender.
Participation of companies in the form of a consortium or outsourcing in accordance with existing regulations is allowed.

Seven (07) copies of complete Tenders written in English or French, one (01) original and six (6) photocopies labelled respectfully as original or photocopy shall be deposited in sealed envelopes at the Douala IV Sub-Divisional Council (in the Contracting Authority's Cabinet); 2nd floor, Room 01, P.O. FOR THE FURTHER OF THE WORKS OF CONSTRUCTION THE SUBDIVISIONAL MEDICAL CENTRE OF BONAMIKANO-BONABERI-DOUALA.
“TO BE OPENED ONLY DURING THE BID-OPENING SESSION”
The deadline for execution provided by the Contract Owner for the execution of the works shall not exceed four (04) months from the date of notification of the service order to commence of the construction.
The tenders must be accompanied by a Provisional surety-bond (bid bond) established according to the model stipulated in the bidding document and issued by a first-rate bank which is approved by the Ministry of Finance and amounting to the amount set here below: 2% of the tender amount with taxes included: One million (1 000 000) FCFA.
Bank cheques and certified cheques are not accepted.
To avoid any rejection, the administrative documents required, should imperatively be the originals or certified true copies by the issuing service in conformity with the provisions of the Regulations of the Invitation to Tender.
They must be dated not less than three (3) months preceding the date of submission of bids.
All tenders not in conformity with the prescriptions of this notice and the Open Invitation to Tender will be declared inadmissible. Notably, the absence of the bid bond issued by a first-class bank authorized by the Minister in Charge of Finance or failure to comply with the models of the documents of the Tender, will lead to rejection without any reconsideration.
Opening of bids (envelops, double envelops and sub-packages) will take place on the 01st March 2024 at 2pm and will be a single session of the Douala IV sub-divisional Council's Internal Tender Board Commission and will hold at the Douala IV sub-divisional Town Hall at the conference Room, 2ndstorey door 11.
The tenderers or their duly mandated representatives who have a perfect knowledge of the file can take part in this opening session.
Eliminatory Criteria
The purpose of the eliminatory criteria is to set minimal conditions required in order to quality for evaluation using essential criteria.
Essential Criteria
The evaluation of the tenders will be done first of all by eliminatory criteria, then using the YES or NO binary system criteria.

The contracting authority will award the contract to the tendered whose was technically in conformity with the DAO and evaluated financially to the lowest bidder.
Tenderers shall remain bound by their tenders for a period of ninety days (90) from the date of submission of the tenders.
