Within the framework of Rural Electrification the General Manager of the Rural Electrification Agency of Cameroon (REA) hereby launches an Open National Invitation to Tender on behalf of the Rural Electrification Agency of Cameroon, the Project Owner in view to execute electrification works in certain villages in Center, North, North-West and West Regions.

The works subject of this contract include, the execution electrification works in certain villages in Center, North, North-West, and West Regions.

The estimated cost of the works according to studies stands at one hundred and ninety three millions seven hundred and seventy five thousands one hundred and thirty six francs CFA.

The works shall be divided into seven (07) lots defined as follow:

Participation in this Invitation to tender is open to all Cameroonian enterprises, and which have clearly demonstrated adequate skills in the electrification works domain.

Participation of enterprises as group is also admitted and their leader designated in such a way that specific attribution of each member is well spelled out.

Works which form the subject of this invitation to tender shall be financed by Investment Budget of AER of the 2017 financial year, Budget Head No. 220500.

The file may be consulted during working hours at the Procurement Service of REA as soon as this notice is published.

The file may be obtained  from   the Procurement Service of REA as soon as this notice is published against payment of a non-refundable sum of  83.000 (eighty three thousands) F CFA, francs  payable into a special transfer account (CAS) ARMP at BICEC Yaoundé, central agency, account N° 335 988.

Each offer drafted in English or French in seven (7) copies including the original and six (6) copies marked as such, should reach the Procurement Service of REA not later than 2^nd of may 2017, at 2:00 pm and should carry the inscription:

Open NationalInvitation to tender N°002/ONIT/AER/GM/CIPM/2017of 28^th/03/2017,

in view to execute electrification works in certain villages in the Center, North, North-West, and West Regions.

Financing: Investment Budget of REA 2017

“To be opened only during the bid-opening session”

The maximum execution deadline provided for by the Project Owner for the execution of the works subject of this tender shall be three (03) months.

Each bidder must include in his administrative documents, a bid bond issued by a first rate-bank approved by the Ministry in charge of Finance featuring on the list in document 12 of the tender file of an amount of as shown on the table and valid for thirty (30) days beyond the original date of the validity of the offers.

Under pain of rejection, the administrative documents required, must be produced in originals or true copies certified by the issuing service or a competent administrative authority, in accordance with the Special Conditions of the invitation to tender.

They must not be older than three preceding the original date of submission of bids (3) months or must not have been established after the signing of the tender notice.

Any incomplete offer in accordance with the prescriptions of this notice and tender file shall be declared inadmissible.

4.  Opening of bids

The bids shall be opened in twophase(s).

The opening of the administrative documents and the technical Bids shall take place on 2^nd of may 2017 at 3:00 o’clock pm, by the Tenders Board attached to the General Manager of REA in the Conferencehall at the Head Office in Nylon Quarter Bastos.

Only bidders may attend or be duly represented by a person of their choice.

First phase: opening and evaluation of Administrative documents and Technical Bids.

The evaluation of technical bids shall be done only for those Administrative documents which comply with the necessary requirements.

Second phase: Opening and evaluation on Financial Bids

Only Financial Offers of bidders who scored a technical mark of at least 80/100 of points shall be opened and analysed.

Financial offers which were declared acceptable upon examination of both the administrative documents and the technical bid shall be opened in the presence of bidders (or their representatives).

13.1  Main Criteria

The admission criterion for the administrative documents is essentially based on verification of conformity with the administrative papers required.

The technical evaluation shall be based on pre-defined criteria, which shall be scored on a total of 80% of points. These criteria are split into the following:

1-  General presentation of the offer;

2-  References for similar projects undertaken;

3-  Technical capability (human and material resources);

4-  Methodological  approach and Works plan;

5-  Turnover for the past 3 Years ≥ 50 000 000 Millions.

13.2   Eliminatory criteria

1. Incomplete administrative, technical or financial documents ;
2. False declaration or false documents;
3. Technical mark below 80% of points;
4. Bad services rendered or non-execution of contracts signed with AER,
5. Omission of a cost for a quantified post or quantitative and estimative details;
6. Insufficient prove of funds.

The contracting authority will award the contract to the bidder, whose offer is considered the lowest, in compliance essentially with the specifications of the Invitation to Tender Document.

No bidder can be attributed more than one lot.

Bidders will remain committed to their offers for a period of ninety (90) days from the deadline set for the submission of tenders.
