Within the framework of thedrilling of equipped boreholes with human activated pumps in some villages Mayo-danay Division, the Major of Kalfou Council, Contracting Authority, hereby launches an Open National Invitation to Tender in Emergency Procedure for the KALFOU COUNCIL.
The works subject of this contract include:
- Etude hydrogéologique et implantation du forage ;
- Forage proprement dit ;
- Equipement du forage ;
- Développement ;
- Essai de pompage et de débit ;
- Equipement de surface ou superstructure ;
- Pose de pompe manuelle
The estimated cost of the operation following prior studies stands is eight millions and five thousand hundred (8 500 000) francs CFA per lot.

- 3. Borehole of GOULOURGOU TIPOULI(Per3)

Participation in this invitation to tender is open to equal conditions to Cameroon-Low related firms and companies experienced in Rural engineering.
Works which form the subject of this invitation to tender shall be financed by the Public Investment Budget for the 2024 Financial Year.

The maximum execution dateline provided by the Project Owner for the execution of the works subject of this tender shall be two (03) months.
Each bidder must include in this administrative documents, a bid bond issued by a first rate-bank approved by the Ministry in charge of Finance featuring on the list in document 12 of the tender file of an amount of un hundred and seventy thousand (170 000) francs CFA PER LOT and valid for thirty (30) days beyond the original date of the validity of the offers.
Under pain of rejection, the administrative documents required, must be produced in originals or true copies certified by the fissuring service or an administrative authority (Senior Divisional Officer, Divisional Officer ………….) in accordance with the special conditions of the invitation to tender.
They must not be older than three preceding the original date of subdivision of bids (3) months or must not have been established after the signing of the tender notice.
Any incomplete offer in accordance with the prescriptions of this notice and tender file shall be declared inadmissible. Especially the absence of a bid bond issued by a first-rate bank approved by the Ministry in charge of Finance.
The opening of all bids is done in a single phase.
The opening of the administrative documents, the technical and financial offers shall take place on 08/03/2024 at 11 o’clock by the Tenders Board attached to the KALFOU council.
Only bidders may attend or be duly represented by a person of their choice, (event in the event of a joint-venture) with sound knowledge of their files.
Eliminatory criteria
The eliminatory criteria set the minimum conditions to be fulfilled in order to execute works subject of the tender. They could be:
- Absence of the provisional bid bond,
- False declaration or falcificated documents,
- Non-conformity of technical specifications (sub-detailed price, quantified unit price),
- Failure to score at least twenty-two (22) out of the thirty-two (32) essential criteria;,
- Absence of a quantified unit price,
- Non-conformity of the model of provisional bid bond.
Essential criteria
- Presentation out of 3 criteria;
- Contractor’s references and pre-financing capacity out of 4 criteria;
- Methodology out of 7 criteria;
- Execution planning out of 3 criteria;
- Supply planning out of 3 criteria;
- Supervisory staff out of 9 criteria;
- Site equipment to be mobilized out of 3 criteria.
The Mayor of KALFOU Council, the Contracting Authority, shall award the contract to the tenderer with the lowest and technically compliant bid deemed to be essentially in keeping with the tender file. For this invitation, two lots and more can be awarded to one applicant.
Bidders will remain committed to their offers for a period of ninety (90) days with effect from the deadline set for the submission of tenders.
