The mayor of the commune of Bassamba, Project Manager, is launching a National Open Call for Tenders for the execution of the operations indicated above. BIP 2024
This work includes the following operations, the list of which is not exhaustive:
- SERIES 000: PRELIMINARY WORK;
- SERIES 100: EARTHWORKS AND PAVEMENT;
- SERIES 200: SANITATION-DRAINAGE;
The estimated cost of the operation following preliminary studies is indicated in the table above.

Participation is open on equal terms to all public works companies under Cameroonian law and established in Cameroon.
The works covered by this Call for Tenders are financed by the Public Investment Budget, Fiscal Year 2024.
The tender file can be consulted during working hours at the Bassamba Town Hall (Procurement Department), Tel: 677695664/694881935 upon publication of this notice.
The Tender Document will be obtained at the Bassamba Town Hall (Procurement Service) in Bassamba upon presentation of a receipt for payment to the municipal revenue of Bassamba of a non-refundable sum as application fees call for tenders of: quarter thousand (40,000) CFA francs.
Each offer written in French or English in seven (07) copies including one original and six (06) copies marked as such must reach the Bassamba Procurement Service no later than 13/03/2024 at 10 hours, time local and must bear the words:

The maximum completion time for the work is four months (04)
Each bidder must attach to their administrative documents, a bid bond established according to the model indicated in the Tender Document and the amount of which appears in the table above, and issued by one of the banks or a tender company. insurance approved by the Minister responsible for Finance.
The provisional security will be automatically released no later than 30 days after the expiry of the validity of the offers for unsuccessful bidders. In the event that the tenderer is awarded the contract, the provisional security will be released after the final security has been provided.
Under penalty of rejection, the required administrative file documents must be produced in originals or certified true copies by the issuing service or an administrative authority (Governor, Prefect, Sub-prefect, etc.), in accordance with the stipulations of the Special Regulations of the Call for Tenders.
They must date from less than three (03) months preceding the original date of submission of offers or have been established after the date of signature of the Invitation to Tender.
the absence of a submission guarantee issued by a first-rate bank/or insurance company approved by the Ministry of Finance constitutes elimination of the candidate.
NB. . The Contracting Authority or the award committee reserves the right to request, at all stages of the award procedure, from bidders the presentation of original documents produced and failure to present may result in disqualification.
The opening of the folds will be done in one step. The opening of administrative documents, technical and financial offers will take place on 13/03/2024 at 11 hours by the Bassamba Internal Procurement Commission
The opening of bids will be done in one time and in three stages:
- 1st step: Opening envelope A containing the administrative documents (volume 1);
- 2nd stage Opening of envelope B containing the technical offers (volume 2);
- 3rd step Opening of envelope C containing the financial offers (volume 3).
Each tenderer may attend this opening session or be represented by a single duly authorized person (even in the event of a group) of their choice.
1 Main qualifying criteria
- Not having satisfied at least 70% (18/25) yes of the criteria for the analysis of the Offers;
- False declaration, falsified document or scanned document;
- Production of copies of the Offers in insufficient number (less than seven);
- Absence of a quantified unit price in the financial offer;
- Certification of previously certified documents;
- Absence of submission deposit at the end of the examination;
- Administrative documents missing or non-compliant not regularized within forty-eight (48) hours.
- Absence of the sworn certificate of non-abandonment of a current contract in the last three years.
2 Main essential criteria
The essential criteria relating to the qualification of candidates will relate to:
- The presentation of the offer (01 criterion);
- the experience of the tenderer (04 criteria);
- the co-contracting party's management staff (07 criteria);
- the material means made available to the project (06 criteria);
- the implementation methodology, schedule, site visit report and proposals (03 criteria);
- the financial offer of the co-contractor (04 criteria).

The contract will be awarded to the tenderer presenting the lowest "evaluated" offer and fulfilling the technical and financial capacities (70% of the criteria) required resulting from the so-called essential or eliminatory criteria
Tenderers remain committed to their offer for ninety (90) days from the deadline set for the submission of tenders.
