As part of the execution of the Public Investment Budget (BIP), Fiscal Year 2024, the Mayor of the commune of Bassamba is launching a National Open Call for Tenders for the installation work of solar street lights in the communal area of Bassamba, in the Ndé department.

The works, subject of this Call for Tenders, include the installation of thirty-four (34) solar street lights in the town of Bassamba.

The estimated cost of the operation following preliminary studies is indicated in the table above.

The work, subject of this Call for Tenders, will be carried out in one batch.

Participation in this Call for Tenders is open to companies with proven experience in the execution of renewable energy projects. Participation in the form of a group is permitted provided that the Leader is designated and the specific responsibilities of each member are clearly apparent.

The work, subject of this Call for Tenders, will be financed by the Public Investment Budget (BIP), Fiscal Year 2024.

The Tender File can be consulted during working hours at the Bassamba town hall upon publication of this notice.

The Tender Document (DAO) can be obtained at the Bassamba town hall, upon publication of this notice against presentation of a receipt for payment to the municipal revenue of Bassamba of a non-refundable sum of 50,000 (fifty thousand) Francs.CFA. A copy of the receipt for this payment will be attached to the submission file.

When withdrawing the tender, bidders must register, leaving their full address. (B.P., Fax, Telephone, etc.).

Each offer written in French or English in seven (07) copies including one (01) original and six (06) copies marked as such must reach the Bassamba town hall (Markets Department), no later than 12/03/2024 at 10 a.m. local time in a sealed envelope addressed to the Mayor of Bassamba with the words:

The maximum period provided by the Project Owner for the execution of the work covered by this Call for Tenders is four (04) months.

Each bidder must attach to their administrative documents a bid bond in the amount of: 1,000,000 (One million) CFA Francs valid for thirty (30) days beyond the deadline for validity of the bids, established by a bank first class insurance company or an insurance company approved by the Ministry of Finance and listed in the DAO (Exhibit No. 13)

Under penalty of rejection, the required administrative file documents must be produced in originals or certified copies by the issuing service or the competent administrative authority in accordance with the stipulations of the Special Regulations of the Call for Tenders. They must be less than three (03) months old or have been established after the date of signature of the Invitation to Tender.

Any incomplete Bid in accordance with the requirements of the Invitation to Tender Documents will be declared inadmissible. In particular, the absence of the bid bond issued by a first-rate bank approved by the Ministry of Finance or non-compliance with the models of the documents in the Tender Document will result in the outright rejection of the offer. without any recourse.

The opening of administrative documents, technical and financial proposals will take place on 12/03/2024  at 11 a.m., by the Bassamba Procurement Commission.

Only bidders may attend this opening session or be represented by a duly authorized person of their choice with perfect knowledge of the file.

1- Elimination criteria

The eliminatory criteria set the minimum conditions to be met to be admitted to the evaluation according to the essential criteria. Failure to comply with these criteria will result in the rejection of the bidder's offer.

These include:

- False declaration, falsified document or scanned document;

- Absence of the submission bond at the end of the examination;

- Absence of a quantified unit price in the financial offer;

- Production of copies of offers in insufficient number (less than seven);

- Administrative documents missing, non-compliant and not regularized within 48 hours.

- Submission not in accordance with the DAO model.

- Technical specifications of street lamps not in compliance with those requested.

- Certification of previously certified documents;

NB: Only candidates who have validated 70% will be admitted to the evaluation of the financial offers.

The Project Owner will award the Contract to the Bidder whose offer is evaluated as the lowest and deemed substantially compliant with the Tender Documents.

Bidders remain committed to their offers for ninety (90) days from the deadline set for submission of offers.
