The Mayor of the commune of Bassamba Contracting Authority is launching an Open National Call for Tenders as part of the continuation of construction work on a municipal hostel and the construction of a school library at the EP of Babossa in the district of Bassamba Department of Ndé.

The work is in two batches 

Participation in this call for tenders is open to all companies under Cameroonian law.

The maximum period provided by the Project Owner for carrying out the work covered by this call for tenders is six (06) months.

Each bidder must attach to their administrative documents, a bid bond established according to the model indicated in the Tender Document and the amount of which appears in the table above, and issued by one of the banks or a tender company. insurance approved by the Minister responsible for Finance,

The provisional security will be automatically released no later than 30 days after the expiry of the validity of the offers for unsuccessful bidders. In the event that the tenderer is successful in the contract, the provisional security will be released after the final security has been provided

Under penalty of rejection, the required administrative file documents must be produced in originals or certified copies by the issuing service or an administrative authority (Prefect, Sub-prefect, etc.), in accordance with the stipulations of the Special Regulations for the Appeal 'Offers. They must date from less than three (03) months preceding the original date of submission of offers or have been established after the date of signature of the Invitation to Tender.

The absence of the bid bond issued by a bank or an insurance company approved by the Ministry of Finance constitutes elimination.

The opening of the folds will be done in one step.

The opening of administrative documents and technical and financial offers will take place on 12/03/2024 at 11 a.m. by the Bassamba Internal Procurement Commission.

Only bidders may attend this opening session or be represented by a duly authorized person of their choice.

1 Elimination criteria

The eliminatory criteria set the minimum conditions to be met to be admitted to the evaluation according to the essential criteria. Failure to comply with these criteria will result in the rejection of the bidder's offer.

These include:

1- Absence of the submission bond at the end of the counting;

2- False declaration, falsified document or scanned document;

3- Not having satisfied at least 70% (18/25) yes of the criteria for the analysis of the Offers

4- Production of copies of offers in insufficient number (less than seven);

5- Administrative documents missing, non-compliant and not regularized within 48 hours.

6- Absence of a sworn certificate of non-abandonment of a public contract over the last three years;

7- Submission not in accordance with the DAO model.

8- Absence of a quantified unit price in the financial offer;

9- Certification of previously certified documents

2 Essential criteria

The so-called essential criteria are those essential or key to judging the technical-financial capacity of the candidates to carry out the work, the subject of the call for tenders. These must be determined according to the nature and consistency of the work to be carried out.

The contract will be awarded to the tenderer presenting the lowest “evaluated” offer and meeting the required technical and administrative capacities.
