Within îhe framework of the building works of three classrooms biock m some government primary schools of Waimou, Mayo-Danay Division. Wina Council, hereby iaunches an Open National Invitation to Tender in Emergency Procédure for the Minister of Basic Education,

The works subject of this contract include;
- Preparatory works;
- Excavations;
- The foundations;
- Building - élévations;
- Carpentry and roofing;
- Carpentry zinc work;
- Electrification;
- Painting
- Drainage system,

The estimated cost of the opération following prior studies stands is 22 000 000 (twenty-two million) francs CFA

The works shall be one lot defined as follows;
Construction of two classrooms in the Waimou Bilingual Primary school

Participation in this invitation to tender is open to equal conditions to Cameroon-Low related firms and companies experienced in building and Civil engineering.

Works which form the subject of this invitation to tender shall be financed by the Ministry of Basic Education Public Investment Budget for the 2017 Financial Year.

The file may be obtained from the Wina council (Tenders Unit), in Djongdong , as soon as this notice is published against payment of a non-refundable sum of 40 000 ( fourty thousand) francs CFA for each lot payable at the finance of the Wina Council in Djondong.

Each offer drafted in English or French in seven (7) copies Including the oriqinal and six (6) copies marked as such, should reach at the Wina Council, not later than 13/04/2017 at 01 p.m., local time and should carry the insciption;

The maximum exécution dateline provided by the Project Owner for the exécution of the works subject of this tender shall be three (03) months.

Bach bidder must include in this administrative documents, a bid bond issued by a first rate bank approved by the Ministry in charge of Finance featuring on the list in document 12 of the tender file of an amount of 540 000 (fifty four hundred thousand) Francs CFA and valid for thirty (30) days beyond the original date of the validity of the offers.

Under pain of rejection, the administrative documents required. must be produced in originels or true copies certified by the fissuring service or an administrative authority (Senior Divisional Officer, Divisional Officer ) in accordance with the spécial conditions of the invitation to tender.
They must not be older than three preceding the original date of subdivision of bids (3) months or must not have been established after the signing of the tender notice.
Any incomplète offer in accordance with the prescriptions of this notice and tender file shall be declared inadmissible. Especially the absence of a bid bond issued by a first-rate bank approved by the Ministry in charge of Finance.

The opening of ail bids is done in a single phase,
The opening of the administrative documents, the technical and financial offers shall take place on the 13/04/2017 at 02 o'clock by the Tenders Board attached to the Wina Council in the président office of Tenders Board of the Mayo-Danay (Djongdong).
Only bidders may attend or be duly represented by a person of their choice, (event in the event of a joint-venture) with sound knowledge of their files.

14.1: Administrative documents
a) Uncompleted or non-compliant documents,
b) Falcificated document.
14.1.2: Technical proposal
a) Incomplet or non-complaint documents;
b) False déclaration, falcificated or scanned documents;
c) Non-existence in the technical proposai of the rubric "organization, methodology
and planning";
d) Failure to meet at least twenty-nine (29) oui of the forty-two (42) essential
criteria;
14.1.3 Financial offer
a) Incomplète financial offer;
b) Non-compliant documents;
c) Omission of a quantified unit price in the financial offer;
d) Absence of a sub-detailed price;
e) Unrealistic and erroneous sub-detailed price.
14.2. Essential criteria
• Présentation based on three (3) criteria,
• Personnel based on twelve (12) criteria,
• Equipment based on six (06) criteria,
• Work planning based on eleven(ll) criteria,
• Company's prefinancia! references and abilities based on ten (10) criteria

 The Contracting Autority, shall award the contract to the tender with the lowest and technically compliant bid deemed to be essentially in keeping with the tender file.

Bidders will remain committed to their offers for a period of ninety (90) days with effect from the deadiine set for the submission of tenders.
