Construction of a block of three classrooms at the Njincha bilingual secondary school, Foumbot district, Noun department (Lot 1), Construction of three classrooms and a latrine block with six compartments at the Marapdoum CES in the Malentouen district, Noun department (Lot 2), Construction of a cultural and tourist centre in Nguon (Lot 3), Construction of an indoor multi-sports complex in Foumban in the Noun department (Phase 1) (Lot 4)).
The works subject of this contract include: (post or volume of works).

⦁ earthworks;
⦁ laying the foundations;
⦁ elevation work;
⦁ installation of wood and metal supplies;
⦁ electrical work;
⦁ plumbing work;
The estimated cost of the operation following prior studies stands is
lot 1 : thirty three million (33 000 000) Francs CFA.
lot 2 : thirty nine million four hundred thousand forty (39 400 040) Francs CFA.
lot 3 : one hundred twenty million seven hundred sixty (120 000 760) Francs CFA.
lot 4 : one hundred forty five million (145 000 000) Francs CFA.
The works shall be divided into 4 (four) lots defined as follows
Participation in this invitation to tender is open to on equal terms to Cameroonian companies with proven experience in the field: Buildings and Utilities

The maximum execution deadline provided for by the Project Owner or Delegated Project Owner for the execution of the works subject of this tender shall be
lot 1 : four (4) Month

Each bidder must include in his administrative documents, a bid bond issued by a first rate-bank approved by the Ministry in charge of Finance featuring on the list in document 12 of the tender file of an amount of
lot 1 : six hundred sixty thousand (660 000) Francs CFA;
lot 2 : seven hundred eighty eight thousand one (788 001) Francs CFA;
lot 3 : two million four hundred thousand sixteen (2 400 016) Francs CFA;
lot 4 : two million nine hundred thousand (2 900 000) Francs CFA;
Under pain of rejection, the administrative documents required, must be produced in originals or true copies certified by the issuing service or an administrative authority (Senior Divisional Officer, Divisional Officer…) in accordance with the Special Conditions of the invitation to tender.
They must not be older than three preceding the original date of submission of bids (3) months or must not have been established after the signing of the tender notice.
Any incomplete offer in accordance with the prescriptions of this notice and tender file shall be declared inadmissible. Especially the absence of a bid bond issued by a first-rate bank approved by the Ministry in charge of Finance
NB. Under penalty of rejection by the services of the Contracting Authority (SIGAMP) at the time of submission, any candidate must présent a copy of the receipt for the purchase of the tender file, the original of which is inciuded in the offer.
The opening of the administrative documents and the technical [and/or] financial offers [technical and financial if it is the single phase opening, technical only if two-phase opening] shall take place on 21/03/2024 at 11 h 00 o’clock by the Tenders Board attached to the Président Of The Regional Counsilin the Western Regional Council hall.
Only bidders may attend or be duly represented by a person of their choice.

1. Eliminatory criteria
The eliminatory criteria set the minimum conditions to be fulfilled in orderto executeworks subject ofthe tender. They should not be marked. They should bedetermined depending on the nature and the content ofworks to be executed. These are:
i) Missing or non-compliant administrative documents, not regularized within 48 hours;
ii) Misrepresentation, falsified or non-authentic document ;
iii) Non conformity with the submission model;
iv) Omission ofa quantified unit price in thefinancial offer;
v) Technical score less than 70 points out of100;
vi) Absence ofbid bond:
vii) No commitment onthe honor of never having abandoned market in the last three years;
viii) Financial capacity less than orequal to one third ofthe estlmated cost ofthe project;
ix) Insufficientnumber documents.

A bidder shali meet at least 23 yes/32 to be qualifled.
The contracting authority will award the contract to the bidder whose administrative offer is deemed compliant, meeting the required technical and financial capacities resulting from the essential criteria of the Tender Document, and which will be the lowest bidder at the evaluation of the financial offer
Bidders will remain committed to their offers for 90 days for NIT and 120 days for IIT from the deadline set for the submission of tenders
