Critères éliminatoires
Il s'agit notamment :

• Absence ou non-conformité après 48 heures de l’une des pièces du dossier administratif ;
• De l’absence de la caution de soumission,
• Des Fausses déclarations ou des pièces  falsifiées,
• de l’absence d’un prix unitaire quantifié ;
• de la non-conformité du modèle de soumission,
• de l’absence de prospectus accompagné des fiches techniques du fabricant,
• déclaration sur l’honneur de ne pas abandonner un marché durant les trois dernières années ;
• de l’absence de l’agrément ou de l’autorisation du fabricant;
• De la non-conformité aux spécifications techniques majeures de la fourniture ci-dessous,

This has to do with :

- Absence of non-conformity after 48 hours of one of the administrative file;
- False statement or falsified document;
- Absence of a quantified unit price
- Non-compliance of the submission model
- Absence of Manufacturer's Authorization, or distribution approval produced by the manufacturer
- sworn statement not to abandon a market in the past three years
- Absence of the prospectus and / or technical sheets describing all the technical characteristics of the proposed supply;
- Failure to comply with the following major technical characteristics

11. Surety bond / Caution
Each bidder must attach his administrative documents, a bid bond of F CFA 1 860 000 (One million eighty six thousand), issued by a first-class banking institution or an Insurance company approved by the Ministry of Finance, the list to which is contained in document N° 12 of the Tender File (DAO).
