The services mentioned by this invitation to tender will be financed by the Public Investment Budget of CHRACERH for the 2017 financial year for a projected cost of 35 000 000 CFAF TTC.

Each bidder shall attach to his administrative documents, a bid bond issued by a first rank bank approved by the Ministry of Finance (as indicated on the list attached to the appendix) and worth seven hundred thousand (700 000) CFA Francs . This bid bond is valid for one hundred and twenty (120) days as from the date of submission of bids and written to the benefit of the Administrator of CHRACERH.
In order to avoid being rejected, the other required administrative documents shall be produced in originals or certified true copies signed by the issuing service or the required administrative authority (Divisional Officer, SDO) in compliance with the provisions of the Special Tender Conditions. These documents should not be older than three months (03) before the submission date of bids or have been established after the date of signature of the Invitation to Tender.
Any bid which will not be in conformity with the provisions of this Invitation to tender shall be rejected. Specifically, the absence of the bid bond issued by a first rate bank approved by the ministry of Finance or the non - respect of the models supplied by the tender file shall lead to a pure and simple rejection.
The opening of administrative, technical and financial documents shall take place in one phase on 27/04/2017 at 12 hours by the Internal Tender Board of CHRACERH in the Conference Hall of the building hosting its services.
Only bidders can attend this opening session or be represented by a person of their choice duly designated for this purpose.
11.1 Eliminatory criteria
1- Absence of an administrative document following art 1 (1) from the circular n°002/CAB/PM of 31/01/2011 ;
2- False declaration or forged document;
3- Absence of the manufacturer’s authorization or the certificate of origin ;
4- Absence of a coloured flyer and specifications sheet given by the manufacturer and enabling the identification of all the required technical specifications of equipments;
5- 80% non-compliance to other technical specifications particular to the tender file;
6- Failure to respect one (01) of the major technical specifications;
7- Failure to respect 11 of 13 essential criteria;
8-Non-respect of the delivery deadline (sixty (60) days);
