As part of the work mentioned, the Mayor of the Municipality of Bazou, Contracting Authority is launching a National Open Call for Tenders for the construction work of certain infrastructures in the Municipality of Bazou, Department of Nde, Western Region in two (02) lots in emergency procedure.

- Lot 1: Construction of a slaughter area

- Lot 2: Construction of motorcycle shelters

The work includes in particular for lot 1:

-Preliminary works

- Earthworks

- Elevation

- Equipment

- Sanitation

The work includes in particular for lot 2:

- Preliminary activities

- Earthworks

- Foundations

- Frame - roofing

- Painting and coating

The estimated cost of the operation following preliminary studies is:

- For Lot 1: 26,500,000 including tax

- For Lot 2: 15,000,000 including tax

The work is in three batches:

- Lot 1: Construction of a slaughter area

- Lot 2: Construction of motorcycle shelters

N.B.: a bidder can only be successful in winning one lot.

Participation in this call for tenders is open to all public works companies under Cameroonian law and established in Cameroon.

This work is financed by the Public Investment Budget for the 2024 financial year.

N°005/AONO/PR/MINMAP/SG/DRO/DD MINMAP-NDE/C-BAZOU/CIPM-BAZOU/BIP/2024 OF 20 FEBRUARY 2024 FOR CONSTRUCTION WORK ON CERTAIN INFRASTRUCTURES IN THE COMMUNE OF BAZOU, DEPARTMENT OF NDE , WESTERN REGION IN TWO (02) BAGS UNDER EMERGENCY PROCEDURE:

- Lot 1: Construction of a slaughter area

- Lot 2: Construction of (03) three motorcycle shelters

 “TO BE OPENED ONLY DURING THE COUNTING SESSION”.

The maximum period provided by the Project Owner for carrying out the work covered by this call for tenders is (03) months for each lot.

Each bidder must attach to their administrative documents, a bid deposit in the amount of:

established by a first-rate bank or an insurance company approved by the Ministry of Finance and listed in Exhibit 12 of the DAO.

The provisional security will be automatically released no later than 30 days after the expiry of the validity of the offers by the unsuccessful bidders. In the event that the tenderer is the successful bidder for the Contract, the provisional security will be released after the final security has been provided.

Under penalty of rejection, the required administrative file documents must be produced in originals or certified true copies by the issuing service or an administrative authority (Governor, Prefect, Sub-prefect, etc.), in accordance with the stipulations of the Special Regulations of the Call for Tenders.

They must date from less than three (03) months preceding the original date of submission of offers or have been established after the date of signature of the Invitation to Tender.

The absence of a bid bond issued by a Bank approved by the Ministry of Finance or an approved insurance company systematically results in the rejection of the offer.

 N.B.: the contracting authority or the award committee reserves the right to request, at all stages of the award, from bidders the presentation of the originals of the documents produced and the defect may result in disqualification.

The opening of the folds will be done in one time and in 03 steps

1st step: Opening envelope A containing the administrative documents (volume 1)

2nd step: Opening of envelope B containing the technical offers (volume 2)

3rd step: Opening of envelope C containing the Financial offers (volume 3)

The opening of administrative documents and technical and financial offers will take place on Wednesday 20  March 2024   at 11:00 a.m. by the Bazou Internal Procurement Commission.

Only bidders may attend this opening session or be represented by a duly authorized person of their choice.

Elimination criteria

 The eliminatory criteria set the minimum conditions to be met to be admitted to the evaluation according to the essential criteria. Failure to comply with these criteria will result in the rejection of the bidder's offer.

These include:

1. Having obtained less than 70% of the essential qualification criteria.

2. Production of copies of offers in insufficient number (less than 07)

3. Omission in the financial offer of a quantified unit price;

4. False declaration, falsified or scanned document

5. Absence of the submission guarantee in the offer at the end of the examination;

6. Failure to regularize a non-compliant or missing administrative document within 48 hours from the date of opening of the offers.

7. Absence of sworn attestation of non-abandonment of a project during the last 3 years.

8. Certification of previously certified documents.

13, Essential criteria

The criteria are essential and essential to assess the technical-financial capacity of the candidates to achieve the objective of the competition. It is necessary to determine the nature and consistency of the work to be carried out.

The Contracting Authority will award the contract to the technically qualified bidder whose offer has been evaluated as the lowest.

NB: a bidder can only be awarded one lot.
