Within the framework of the Public Investment Budget 2024, the Lord Mayor of Akwaya Council, Contracting Authority hereby launches an OPEN NATIONAL INVITATION TO

TENDER BY EMERGENCY PROCEDURE FOR THE SUPPLY AND INSTALLATION OF THIRTY (30) SOLAR STREET LAMPS IN AKWAYA TOWN, Akwaya sub Division, Manyu Division, South West Region as follows:

The works comprise the preliminary studies carried out and the detailed information provided in the technical specification and the quantitative estimates

These projects shall be financed by the relevant credit allocation in the PIB 2024 of the Republic of Cameroon as per the imputation:

The tender is open to dulv legalized Cameroonian enterprises that fulfil the requirements of invitation to tender.

With effect froni (he date of signal ure of this Tender Notice upon presentations)f receipt attesting to the payment of a non-refundable fee of One Hundred Thousand 100000 CFA francs, payable at the Municipal 'I'reasury Akwaya. A copy of the receipt showing payment of the fee shall be attached to the bid.

The bidder shall submit 01 original (indicated as such) and 04 copies of the bid in English or French at the Secretariat of the contract unit of the Akwaya Council office against a receipt on or before 20/3/2024 at 10arn. The outer envelope shall bear the inscription:

The maximum execution deadline provided for by the Contracting Authority shall be Two (02) Months.

Each bidder must include in his administrative documents, a bid bond issued by a first-rate banking establishment approved by the Ministry in charge of finance and whose list is found in document No. 12 of the tender file, of an amount of One Million (1 000 000) CFA francs a validity period for Ninety (90) Days fronl the date they opened.

On pain of being rejected, only originals or true copies certified by the issuing service or administrative authorities musl imperatively be produced in accordance with the Special Regulations of the invitation to tender. They must obligatorily be not older than three (3) months preceding the date of submission of offers or may be established after the signature of the tender notice. Any offer not inconformity with the prescriptions of this notice and tender file shall be declared inadmissible. Especially the absence of a bid bond issued by a first-rate bank approved by the Minister in charge of Finance or the non respect of the models of the tender file documents shall lead to a pure and sirnple rejection of the offer.

The offers shall be opened in single phase. The opening of Administrative Offers (Envelope A), the Technical Offers (Envelope B) and Financial Offers (Envelope C) on 20/3/2024 at 10 am local titne by the Akwaya Council Tenders Board situated at the Akwaya Council Conference Hall.

Bid shall be rejected when:

 The lack or non confonnity of bid security;

 False declaration or forged docwnenls,•

 They are incomplete or for non-conformity of administrative documents;

 Incomplete Technical or financial I)oculnents;

 Technical characteristics which are not in conformity with those specified in the special Technical conditions.

12, Main qualification criteria

The criteria relating 10 the qualification of candidates could indicatively be on the following:

- Turnover of at least fifteen million (15 ()0()

- Access to a credit or other financial resources

The non respect of three (03) criterias shall cause the elimination of the offer.

The contract shall be awarded to the lowest bidder who satisfied the administrative and technical disposition.

Bidders will remain conunilted to their offers for Ninety (90) Days from the deadline set for the submission of tenders.
