Within the framework of the 2023 Public Investment Budget, the Mayor of Nkongsamba3rh Council, Contracting Authority, hereby launches on behalf of Nkongsamba 3 Council, in emergency procedure, an open national invitation to tender for THE INSTALLATION WORK OF 50 STREET USING SOLAR PANNEL IN THE LOCALITIES OF NKONGSAMBA 3rd: MBARESSOUMTOU­VILLAGE (18), MBARESSOUMTOU-AVIATION (10), POOLA (10), EKOL-MBENG (08) ET NGWA (04) IN NKONGSAMBA 3rd COUNCIL, MUNGO DIVISION, LITTORAL REGION.

The services to be provided include:

• PRELIMINARY WORK;
• INSTALLATION OF SOLAR PANEL LIGHTING;
• MASSIF CONCRET ;

Participation in this invitation to tender is opened to Cameroonian Law Firms that fulfill the requirement of this Tender with justification of Technical and Financial means to execute the work

The maximum execution deadline provided for by the Project Owner for the execution of the works of this tender shall be ninety (90) calendar days, as from the date of notification of the service order to start the works

Each bidder must include in his administrative documents, a bid bond issued by a first order-bank approved by the Ministry of Finance featuring on the list in documents n° 12 of the tender file of an amount of 480 000 Francs CFA valid for ninety (90) days beyond.

Under threat of rejection, the administrative documents required, must be produced in originals or certified true copies by the issuing service or an administrative authority (Senior Divisional Officer, Divisional Officer…) in accordance with the Special Conditions of the invitation to tender.
They must not be older for the original date of submission of bids (3) months or must not have been established after the signing of the tender notice.

The bids shall be opened at once. Both administrative documents, technical and financial offers shall be opened on 22/03/2024 at 1 PM by the Tenders Board attached to the Nkongsamba 3 Council in the Conference hall.
Each bidder may attend the opening session or may be represented by a person of his choice, having an expert and excellent knowledge of the offers.

g) The use of fraudulent, scanned or non-conform documents (Exposes Under the dispositions of point 1.1 of the Circular N°002/CAB/PM of 31 January 2011 relative to the amelioration of performance of the system publics contracts).
h) Absence of quantity price
i) Modification of a bill of quantity in offer;
j) Non satisfactory of 40 Yes /57 or less thon 70%of Essential Criteria.

Essential Criterias :
1- References of the Enterprise
2- Availability of materials and Essential Equipment ;
3- Experience of supervisory personnel;
4- Methodology and Planning of Execution.
Each file declared technically conform most satisfy all eliminatory criterias and have at least 40
yes/57 there for 70% of the Essential Criterias mention above. Evaluated in conformity with the table of Evaluation the-Technical file.

The Mayor of Nkongsamba 3 Council, Contracting Authority, will award the Contract to the Bidder technically qualified and evaluated lowest Bidder (not abnormally low) after verification and correction of the prices unity and judge substantially in conform to the Tender File Documents. 

Bidders will remain committed to the offers during ninety (90) days, from the deadline set for the submission of tenders.
