Within the framework of the 2024 Public Investment Budget, the Mayor of Nkongsamba 3th Council, Contracting Authority, hereby launches on behalf of Nkongsamba 3 Council, in emergency procedure, an open national invitation to tender OF REHABILITATION OF THE MBARESSOUMTOU INTEGRATED HEALTH CENTER, NKONGSAMBA 3 SUBDIVISION COUNCIL, MUNGO DIVISION, LITTORAL REGION.

The services to be provided include: 

• Preliminary work and Studies;
• PRELIMINARY ACTIVITIES
• MASONRY, ELAVATION AND CLADDING COVERING, WATERPROOFING AND CEILLING METAL AND WOOD JOINERY - HARWARE ELECTRICITY
• PAINTING
• PLUMBING QND SANITARY INSTALLATION VRD AND DEVELOPMENT

Participation in this invitation to tender is opened to Cameroonian Law Firms that fulfill the requirement of this Tender with justification of Technical and Financial means to execute the work.

The maximum execution deadline provlded by the Project Owner for the execution of the works of this tender shall be 180 calendar days, as from the date of notification of the service order ta stort the works

Each bidder must include in his administrative documents, a bid bond issued by a first order-bank approved by the Ministry of Finance featuring on the list in documents n° 12 of the tender file of an amount of 460 000 Francs CFA valid for thirty (90) days beyond.

Under threat of rejection, the administrative documents required, must be produced in originels or certified true copies by the issuing service or an administrative authority (Senior bivisional Officer, bivisional
Officer...) in accordante with the 5pecial Conditions of the invitation to tender.
They must not be older for the original date of submission of bids (3) months or must not have been established cffer the signing of the tender notice.

The bids shall be opened at once. Both administrative documents, technical and financial offers shall be opened on 22/03/2024 at 1 PM by the Tenders Board attached to the Nkongsamba 3 Council in the Conference hall.
Each bidder may attend the opening session or may be represented by a person of his choice, having an expert and excellent knowledge of the offers.

g) The use of fraudulent, scanned or non-conform documents (Exposes Under the dispositions of point 1.1 of the Circular N°002/CAB/PM of 31 January 2011 relative to the amelioration of performance of the system publics contracts).
h) Absence of quantity price
i) Modification of a bill of quantity in offer;
j) Non satisfactory of 19 Yes /27 or less thon 70%of Essential Criteria.

Essential Criterias :
1- References of the Enterprise
2- Availability of materials and Essential Equipment ;
3- Experience of supervisory personnel;
4- Methodology and Planning of Execution.
Each file declared technically conform most satisfy all eliminatory criterias and have at least 19 yes/27 there for 70% of the Essential Criterias mention above. Evaluated in conformity with the table of Evaluation the-Technical file.

The Mayor of Nkongsamba 3 Council, Contracting Authority, will award the Contract to the Bidder technically qualified and evaluated lowest Bidder (not abnormally low) after verification and correction of the prices unity and judge substantially in conform to the Tender File Documents. 

Bidders will remain committed to the offers during ninety (90) days, from the deadline set for the submission of tenders.
