The tender file may be obtained from the secrétariat of the Technicals'offïce of Foumban Council, following publication of this invitation to tender upon submission ofa treasury receipl attesting to the paymenl ofa non-refundable sum of FCFA 140 000(onc hundrcd and forty thousand) to the Council Revenue.

Each bid draflcd in l-nglish or In Frcnch in Scven (7) copies including one (I) original and six (6) copies shall be submittcd to from the secrétariat of the Tcchnicals'olfice of Foumban Council, upon publication ofthis invitation to tender net laterthan 16/03/2024 at 11 am. Any other required administrative documents must be produced as original documents or photocopies certified as authentic by the issuing authority within the last three months or in course ofvalidity, according to the listing providd for In the spécial régulations ofthe tender, otherwise they shall not be accepted.
Any bid not in compllancc with thc spécifications ofthis tender notice and file shall be rejected. Bids shall be opened in one phase. The administrative, technical and fînancial bids shall be opened on 16/03/2024 at 12 pm local time by the Noun Divisional Tender's Board located at the Foumban Council in the prcsence of the bidders or their duly authorized représentatives liaving full knowledge of the file.

The évaluation of offers must first be done according to the Eliminatory Criteria, and then, by the Main Qualification Conditions as laid via binary system of (Yes/No).
11.1 Particular eliminatory Criteria: AI! offers which are not in conformity with the prescriptions of the Tender file and which fail to be produced in seven (07) copies including one (01) reproducible original such shall be declared non-admissible, in particular: ;
- The absence of submission caution;
- The non-conformity of the technical offer with the spécifications of the Tender File Document;
- The presence of fake documents or false déclarations;
- The absence of an electronic copy of the bid (CD Rom filled as scheduled).
11.2 Main qualification criteria:
The évaluation of technical offers shall be based on the main qualification criteria summarily stated here-inafter, with more détails in the Tender File:
1- Présentation of the offer;
2- Bidder's général references in this field
3- Financial capacity.
11.3 Technical Qualifications the non-respect of one of the last three (03) criteria should cause the élimination of the offer.
Each criteria shall be validated following satisfaction of a minimum of 75% of its conditions. The total points obtained must be at least equal to 70% of the points of the five (05) criteria.
11.4 Financial évaluation: The financial évaluation will be based on the corrected amount of the bidder's offer. It will consist in the analysis of the cohérence in prices, as welt as the vérification of the calculations and the totals, and ail the related prescriptions.

At the end of the différent évaluations, award of the contract shall be granted the tenderer presenting offers in conformity, administratively, technically and financially, and qualified as the lowest bid.

Bidders shall bc boiind by Ihcir bids for a period of sixty (60) days with effect from the date of opening of bids.
