Wlthin the framework of the public Investment budget the Mayor of Malantouen Council hereby launches an invitation to tender for the réhabilitation of communal road section HOSPITAL-MALANTOUEN COUNCIL in Malantouen council, Noun Division, West Région.
The work subject of this contract includes:
TM 000 : Installation and maintenance of circulation ;
TM 100 : Cleaning and earthnoving ;
TM 300 : Sanitation-Drainagc ;
TM 400: Works of art ;
TM 500; Signage and safety equipment.
The estimated cost of the opération following prior studies stands is 65 000 000 (Sixty-flve miillon) francs CFA
The Works are in single lot and concern the rehabilitation of the communlty road district hôpital Malantouen town with the construction of a scoupper on the mekouet and rehabilitation of somme arteries of the city in municipality of malantouen, Noun division, and West région.
Participation in this Invitation to tender is open to equai conditions in air enterprises of buildings and the public works, Instailed on the national territory.
Works which form the subject of this invitation to tender shali be financed bythe public investment budget of the 2021flnanclal year

Each offer drafted in English or French in seven (7) copies including the original and six (6) copies marked as such, shoutd reach at the Technical Service's office of MaiantouenCouncil not later than 15/03/2024 at 10 am and should carry the inscription:

The maximum exécution deadiine provided for by the project owner or Delegated Project Owner for the exécution of the Workssubject of this tender shall be 04 (four) months
Each bidder must inciude in his administrative documents, a bid bond issued by a first rate-bank approved by the Ministry in charge of Finance featuring on the list in document 12 of the tender of an amount of 1 300 000 (One million three hundred thousand) CFAfrancs valid for thirty (30) days beyond the original date of the validity of the offers.

They must obligatorily not be older than three (3) months or must not be produced after the signing of the tender file.
Any offer not in conformity with the prescriptions of this notice and tender file shall be declared inadmissible. Especially the absence of a bid bond issued by a first rate bank approved by the Ministry in charge of Finance or the not respect of the models oftender file documents shall lead to a pure and simple rejection ofthe offer without any appeal being entertained.
The bid shall be opened in one phase. The opening of the administrative documents and the technical and financial shall takeplace on 15/03/2024 at llamby the Tenders Board of Malantouen Council, in the room ofthe meetings suited to the Malantouen Council.
Only bidders may attend or be represented bya person of theirchoice.
1. Eliminatory criterla
- Not having met at least 70% of the criteria of the bid analysis;
- Have an unfinished, terminated contract or incomplète contract due to the company;
- Omission in the financial offer of a quantified price;
- Absence of an administrative document and not transmitted within forty-eight hours;
- No bid bond;
- False statements, forged parts or scans;
- Insufficient copies of bids (less than seven);
- Certification of previously certified documents;
- Offers not in accordance with the quote request;
2. Essential criteria
These criteria are the fondamental or key ones that will help to measure the financial and the technical capacity of candidates wishing to execute the works subject of tender. They should be determined depending on the nature and content of the works to be executed.
The criteria relating to the qualification of candidates could indicatively be on the following:
• Financial situation;
• Personnel;
• Equipment;
The contracting Authority must specify in the Spécial Conditions of the tender the conditions to be fulfilled in order to be awarded more than one lot
Bidders will remain committed to their offers for 90 days for NIT from the deadiine set for the submission oftenders.
