Within the framework of 2024 budgetary exercise, the Mayor of NKONDJOCK Council, Contracting Authority, hereby launches in emergency an Open National Invitation to tender for construction works of of stocking store at MALE in NKONDJOCK Council, NKAM Division, Littoral Region, in emergency procedure.

The works consist of the construction of a main building with office and annexe store. These works take into account all aspects of construction according to current standards and the rules of the art, including the necessary Implementations and the completion of the building.
The works are defined within the general terms of order of works and bill of quantities, estimated in this contract. The services of this contract include:

• Preparatory work;
• Foundations;
• Masonry and Elevations;
• Roofing and framing;
• Metal joinery and wood;
• -Coatings and painting;
• Electricity;
• Vitrerie;
• VRD and DIVERS.

The estimated cost of the operation following prior studies stands is twenty three millions (23 000 000) CFA Francs.

The works are subdivided into tone (01) lot.

Participation in this invitation to tender is open to Public Works and Buildings Companies established in Cameroon, subject to the tax system and having the necessary technical and financial capacity.

“TO BE OPENED ONLY DURING THE BIDS OPENING SESSION’’

The maximum execution delay provided for by the Project Owner for the execution of the works subject of this tender shall be three (03) months.

Each tenderer must attach to his administrative documents a bid bond drawn up by a bank of the first order approved by the Ministry of Finance and listed in file number 11 of the DAO, amounting to 2% of the estimated amount either four hundred and sixty thousand (460 000) CFA Francs and valid for thirty (30) days beyond the original date of validity of the bids.

Under pain of rejection, the administrative documents required, must be produced in originals or true copies certified by the issuing service or an administrative authority (Senior Divisional Officer, Divisional Officer...) in accordance with the Special Conditions of the invitation to tender.
They must not be older than three preceding the original date of submission of bids (3) months or must not have been established after the signing of the tender notice.Any incomplete offer in accordance with the prescriptions of this notice and tender file shall be declared inadmissible. Especially the absence of a bid bond issued by a first-rate bank approved by the Ministry in charge of Finance.

The bids shall be opened in single phase. The opening of the administrative, technical and financial documents shall take place on the  26/03/2024 at 11 a.m, local time in the Internal Committee Tenders Board of NKONDJOCK Council works Office.
Only tenderers may attend this opening session or be represented by a duly mandated person of their choice

Eliminatory criteria
a) Absence of Bid bond ;
b) Absence 48 hours after offers deposit, less than one piece of administrative offer except Bid bond;
c) Non-conformity 48 hours after offers deposit, less than one piece of administrative;
d) False declaration in the Tender file of the Bidder no matter the file ; For This effect the contracting authority and DCTB has the reserves and right to authentify all the documents which seems not to correct.
e) Non acceptance of contract such as (CCAP et CCTP not paraphed, not signed and dated at the end) ;
f) Incomplete technical offers for absence of:
· Site visiting and picture report ;
· Declare in his Technical file that the Bidder by honor is not among the enterprise or group of enterprise that have abandon projects for the past Three (03) years and who have not been on the list of suspended enterprises by Ministry Of Public Contracts.
· Works Conductor having qualification requires in Tenders invitation ;
g) Non existence in technicaloffers of the aspect « organisation, méthodology et planning » ;
h) Omission of one quantified price in the BPU and DQE;
i) Incomplète financial offers for absence of suitable pieces:
· Submissionletter ;
· Unitaries prices bordereau (BPU) accordind to the model with HTVA prices in chiffers and letters;
· quantitative and estimative détail (DQE);
· Unitariespricesunderdetails;
j) Non satisfactory of 23 Yes /28 or less than 80% of Essential Criteria.

Essential Criterias :
v) References of the Enterprise ;
vi) Availiability of materials and Essential Equipment ;
vii) Experience of supervisory personnel;
viii) Methodology and Planning of Execution.
Only the Proponents who have obtained 70% of YES will be qualified for the rest of the procedure and will have their Financial Offer analysed.

The Contract will be awarded to the Bidder submitting the lowest evaluated Bid, not having an abnormally low price and fulfilling the technical and administrative capacities required.

Bidders will remain committed to their offers for 90 days from the deadline set for the submission of tenders.
