The maximum execution deadline provided for by the Project Owner for the implementation of the project subject of this tender is three (03) months as from the notification of the order of service startup.

Each bidder must include in his administrative documents, a bid bond issued by a first rate-bank approved by the Ministry in charge of Finance featuring on the list in document 12 of the tender file of an amount of:

, and valid for thirty (30) days beyond the original date of the validity of the offers.

To avoid rejection, the administrative documents required must imperatively be produced originals or copies certified by the issuing service or administrative authority, in accordance with the provisions of the Regulations of the Tender. Any bid not meeting the requirements of this notice and the tender dossier will be declared inadmissible. Including the absence of a bid bond issued by a first class bank approved by the Ministry of Finance or the failure models of parts of the Tender Dossier, will result in rejection of the offer.

The bids shall be opened in a single phase on the 28^th March 2024 at 12 AM by the Internal Tender Board of YABASSI Council, at the YABASSI Council. Only bidders will be allowed to attend the opening session, or their duly mandated representatives, having a good knowledge of the case.

Main eliminatory criteria
• Lack of the bid bond of the tender file ;
• Incomplete financial offers for absence of:
 Submission letter of the tender file ;
 A quantified unit price ;
• False declarations or falsified documents ;
• Non acceptance of contract such as (CCAP et CCTP not paraphed, signed and dated at the end) ;
• Lack of the attestation of the site inspection, the report, whit a color picture showing a place of the locality;
• Incomplete technical offers for absence of:
 Declare in his Technical file that the Bidder by honor is not among the enterprise or group of enterprise that have abandon projects for the past Three (03) years and who have not been on the list of suspended enterprises by Ministry Of Public Contracts.

Main qualification criteria
The criteria of qualification of the candidates will focus on:
- Administrative personnel (08 rubrics) yes/no
- Availability of equipment (02 rubrics) yes/no
- References of the company (02 rubrics) yes/no
- The organization and understanding of the project (05 rubrics) yes/no
- Presentation of tenders (03 rubrics) yes/no
Failure to respect at least 16/20 of items leads to the elimination of the Offer in accordance with evaluation rubrics.

The contract will be awarded to the bidder with lowest cost, and having fulfilled both the specifications of the tender file and the required technical and financial capacity.
NB: The same bidder can be awarded both lots.

Bidders will remain committed to their offers for ninety (90) days as from the deadline set for the sub-mission of tenders.
