The works of this invitation to tender are described in the descriptive and quantitative estimates.
The estimated cost of the operation following prior studies stands at 10 000 000 (ten millions) FCFA.

The maximum execution deadline provided for by the Project Owner for the implementation of the project subject of this tender is five (05) months as from the notification of the order of service startup.
Each bidder must include in his administrative documents, a bid bond issued by a first rate-bank approved by the Ministry in charge of Finance featuring on the list in document 12 of the tender file of an amount two hundred thousand (200 000) F CFA, and valid for thirty (30) days beyond the original date of the validity of the offers.
To avoid rejection, the administrative documents required must imperatively be produced originals or copies certified by the issuing service or administrative authority, in accordance with the provisions of the Regulations of the Tender. Any bid not meeting the requirements of this notice and the tender dossier will be declared inadmissible. Including the absence of a bid bond issued by a first class bank approved by the Ministry of Finance or the failure models of parts of the Tender Dossier, will result in rejection of the offer.
The bids shall be opened in a single phase on the 28th March 2024 at 12 AM by the Internal Commission of Tenders Board of the Yabassi Council. Only bidders will be allowed to attend the opening session, or their duly mandated representatives, having a good knowledge of the case.

• Documents not produced in seven (07) copies;
• Lack of the bid bond;
• Incomplete financial offers for absence of:
Submission letter;
A quantified unit price ;
• False declarations or falsified documents ;
• Non acceptance of contract such as (CCAP et CCTP not paraphed, signed and dated at the end) ;
• Lack of the attestation of the site inspection, the report, whit a color picture showing a place of the locality;
• Incomplete technical offers for absence of:

- Presentation of tenders (03 rubrics) yes/no
Failure to respect at least 16/20 of items leads to the elimination of the Offer in accordance with evaluation rubrics.
The contract will be awarded to the bidder with lowest cost, and having fulfilled both the specifications of the tender file and the required technical and financial capacity.
Bidders will remain committed to their offers for ninety (90) days as from the deadline set for the sub-mission of tenders.
