Within the framework of the implementation of project activities, the Project Coordinator of the Agriculture Infrastructure and Value chain Development Project (AIVDP) hereby launches an Open National Invitation to Tender for the construction and equipping of 5 blocks of double classroom & an office block in some localities in the South West Region

The works that are subject of the present tender shall be in 05 (five) Lots as follows.

The various works to be executed are as follows:

                    Preliminary works

                    General earth works

                    Masonry and concretes works

                    Carpentry and Joinery works

                    Metal works

           Painting & Decoration

                    Electrification

                    Landscaping and Pavement of the yard

The estimated cost of the works following prior studies stands as follows.

05 Lots

This National Invitation to Tender is open to Cameroonian-based enterprises/contractors that have proven their ability and expertise in the execution of such works.

Works which form the subject of this invitation to tender shall be financed by AIVDP Government of Cameroon funds for the 2024 financial year.

Room in Buea, in the presence of the bidders or duly authorized representatives having full knowledge of the file (power of attorney).

The file may be obtained from the same address above, as soon as this notice is published against payment of the sum of 110,000 (one hundred & ten thousand) francs CFA, payable into the CAS-ARMP Account No 97568660001-28 in any BICEC Bank Branch.

"To be opened only during the Bids Opening Session

The duration Of execution of the works shall be six (06) months from the date of issue of Service Order for the commencement of works. Each bidder shall have to include in their tender a standard bid form indicating costs exclusive of all taxes and taxes included and work execution deadlines.

Each bidder shall include in their administrative documents a bid security (in conformity with the model given in the annex) amounting to.

The bid security must be issued by a banking or insurance institution approved by the Ministry of Finance (see list in the annex).

"To be opened only during the Bids Opening Session

The bids shall be opened in a single phase. The administrative, technical and financial bids shall be opened on 14/03/2024 at 11 0'clock., local time by the AIVDP Special Tenders Board in the AIVDP Project Conference Room in Buea, in the presence of the bidders or duly authorized representatives having full knowledge of the file (power of attorney).

Eliminatory Criteria

 Absence of a bid bond

 Absence or non-conformity of an administrative document within 48hours after bids opening

 False declaration or falsified document

 Uncertified diploma(s) of personnel

 Insufficient financial capacity

 Lack of proof attesting to the previous execution of contracts of similar nature

Essential Criteria

The following binary mode of evaluation shall be used:

The non-respect of at least three (03) of the above criteria shall lead to the elimination of the bid. Only bids that would have obtained a score of at least 70% of 'YES' responses in the technical evaluation shall be retained for financial evaluation.

The contract shall be awarded to the bidder with the least financial offer after having qualified administratively and technically.

Bidders will remain committed to their offers for a period of 90 days from the deadline of submission of tenders.
