Within the framework of the implementation of project activities, the Project Coordinator of the Agriculture Infrastructure and Value chain Development Project (AIVDP) hereby launches an Open National Invitation to Tender for the construction of a water storage tower and the rehabilitation of the second entrance to the head office of the Agriculture Infrastructure & value chain development Project AIVDP — Buea SW Region

The works that are subject ofthe present tender shall be in 01 (one) Lot. The various works to be executed are as follows:

CONSTRUCTION OF A WATER STORAGE TANK

The works to be executed include amongst others the following

      Preliminary works + earthworks

      Earth works

      Reinforced concrete for foundation footings, grade beams, columns & bracings dosed at 350kg/m3

      Reinforced concrete for slab with ha 14 mm matt of 150 mm space @ c/c, dosage at 350kg/m3

      Supply and installation of none return & float valves and all related accessories

      Supply and fix metalic ladder and handrails as per detais, etc

      Supply and installation of plumbing accessories, pipes, linking the system to the mill and connection to the water network of camwater & all related works

      Supply and install I plastic tank of 5m3 including all accessories

REHABILITATION OF THE SECOND ENTRANCE TO THE BUILDING

The works to be executed include amongst others the following

      Preliminary works + earthworks

      Profiling & compaction of the road with creation of gutters & offshoots

      Placing of surface course of lateritic material

      Construction of reinforced concrete u crossings 3-  Participation:

This National Invitation to Tender is open to Cameroonian-based enterprises/contractors that have proven their ability and expertise in the execution of such works.

The estimated cost of the works following prior studies stands as follows: FCFA 12 000 000 (Twelve million) Taxes inclusive.

Works which form the subject ofthis invitation to tender shall be financed by AIVDP Government of Cameroon funds for the 2024 financial year.

The maximum deadline for the execution of the works shall be Three (3) months from the date of issue of Service Order for the commencement of works. Each bidder shall have to include in their tender a standard bid form indicating costs exclusive of all taxes and taxes included and work execution deadlines.

Each bidder shall include in their administrative documents a bid security (in conformity with the model given in the annex) amounting to FCFA 240 000 (Two hundred & forty thousandsThe bid security must be issued by a banking or insurance institution approved by the Ministry of Finance (see list in the annex).

The bids shall be opened in a single phase. The administrative, technical and financial bids shall be opened on 15/03/2024 at 3pm., local time by the AIVDP Special Tenders Board in the AIVDP Project Conference Room in Buea, in the presence ofthe bidders or duly authorized representatives having full knowledge of the file (power of attorney).

Eliminatory Criteria

 Absence of a bid bond

 Absence or non-conformity of an administrative document within 48hours after bids opening

 False declaration or falsified document

 Uncertified diploma(s) of personnel

 Insufficient financial capacity

 Lack of proof attesting to the previous execution of contracts of similar nature

Essential Criteria

The following binary mode of evaluation shall be used:

The non-respect ofat least three (03) of the above criteria shall lead to the elimination of the bid. Only bids that would have obtained a score of at least 70% of 'YES' responses in the technical evaluation shall be retained for financial evaluation.

The contract shall be awarded to the bidder with the least financial offer after having qualified administratively and technically.

Bidders will remain committed to their offers for a period of 90 days from the deadline of submission of tenders.
