The Mayor of the Douala 5th Arrondissement Commune is launching an open national call for tenders for the acquisition of sanitary equipment at the CMA of the cite sic.

The services of this call for tenders include the supply of sanitary equipment to the CMA of the cite sic..

The estimated cost resulting from the preliminary studies is: Forty million (40,000,000). FCFA

The supplies subject of this invitation to tender are regrouped in one lot.

Participation in this invitation to tender is opened to national companies specialized in the supply of these equipment.

The supply, which is the subject of this invitation to tender, shall be financed by the Public Investment Budgets 2024 fiscal year.

The file can be obtained from the Contracts Service at the Public Contracts Service door 309 of the Health building housing the Town Hall of Douala 5th. Telephone: , upon publication of this notice, against presentation of a receipt for payment to the municipal recipe of a non-refundable sum of  sixty  thousand (60,000) FCFA.

Each offer written in French or in English in nine (09) copies, including the original and eight (08) copies marked as such, must reach the Public Contracts Service door 309 of the Health building housing the Town Hall of Douala 5th no later than 09/04/2024 at 12am. and must bear the following statement:

The tenderer must produce his offer in nine (09) copies, therefore one (01) original and eight (08) copies; 

12- 2. Under penalty of rejection each offer must be written in French or in English, and presented in a single envelope containing three sub-folders (one for the ADMINISTRATIVE FILE, one for the TECHNICAL PROPOSAL and one for the FINANCIAL OFFER).

Envelopes and sub-envelopes must be closed and sealed with the compositions and mentions indicated in the consultation rules. The single fold must bear only the following mention:

The maximum delivery time provided by the Project Owner for the performance of the services covered by this call for tenders is sixthing (60) days, upon notification of the start-up service order

Each bidder must attach to his administrative documents, a bid bond established by a first-class financial institution or an insurance company approved by the Cameroonian Ministry of Finance and in the amount of: three eight thousand (800,000) FCFA
And valid for thirty (30) days after the deadline of the validity of the bid.

Under penalty of rejection, the administrative documents required must imperatively be originals or certified true copies issuing service or administrative authorities (Senior Divisional Officers, Divisional Officers…), produced in accordance with the Special Conditions of the invitation to tender. They must obligatorily not be older than three (3) months nor produced after the signing of the tender file.
Any incomplete tender in accordance with the requirements of the tender dossier will be declared inadmissible. Including the absence of a bid bond issued by a first-rate bank approved by the Ministry in charge of Finance or the non-respect of the models of the tender file documents shall lead to a pure and simple rejection of the offer without any appeal being entertained. Financial establishment will issue bid bonds for this Tender shall have corresponding first order in the local network

The opening of bids in one go will take place on 09/04/2024 from ___ 1 p.m. by the Internal Tenders Commission placed with CDA5, in the meeting room. town hall meeting.
Only bidders may attend this opening session or be represented by a duly mandated person of their choice.

Eliminatory criteria

1. Absence or non-compliance of a document in the administrative file after 48 hours;
2. False statement or falsified document;
3. Non-compliance with one of the major technical specifications of the supply;
4. The non-compliance of 80% of the secondary technical specifications;
5. Lack of approval issued by the Ministry of Public Health;
6. Absence of a sworn commitment not to abandon the contract over the past three years;
7. Failure to satisfy at least 6/8 essential criteria
8. Absence of the bid bond in the Administrative offer at the opening.

14.2. Essential criteria

a)      Presentation of the offer; (Spiral binding, order of parts, divides);

b)      Acceptance of the contract conditions (CCAP and CST) initialed and signed on the last page by the General Manager of the company with the mention read and approved; 

c)       - Bidder's references in similar services (at least two (02) similar contracts over the last five (05) years) ;

d)      Availability of technical personnel and equipment to provide after sales service; (commitment to providing after-sales service, detailed list of technical staff of supervision and execution with curriculum vitae and copies of diplomas with at least a biomedical engineer and a maintenance technician).

e)       The certificate of financial capacity issued by an authorized bank of at least 50% TTC of the amount of the lot

f)       Warranty; sixty days (60);

g)      Planning and delivery deadline (delivery time less than or equal to 60 days, planning to put equipment into use).

The contract will be awarded to the qualified bidder after the evaluation of administrative and technical file with the lowest price.

Bidders will remain committed to their offers for 90 days from the deadline set for the submission of tenders.
