As part of the execution of the public investment budget 2024, the Mayor of  Douala 5 council , Contracting Authority, launches an Open National Call for Tenders of a dirt road in Douala 5 subdivision

The services include in particular:

The estimated cost of the operation at the end of the preliminary studies is 80,000,000 (eighty million) FCFA TTC.

This tender dossier consists of a single lot.

Participation in this invitation to tender is open to all companies established in Cameroon and working in the field of public works and civil engineering, having the administrative, technical and financial capacities required for the execution of the said works.

The work under this invitation to tender is financed from the public investment budget, Fiscal Year 2024.

The Tender File can be consulted every day during working hours, at the Markets Service of the Town Hall of Douala 5 doors 309 of the headquarters building as soon as this notice is published.

The Call for Tenders file can be obtained every day during working hours at the Markets Service of the Town Hall of Douala 5 door 309 of the BP headquarters building: 10171 Douala upon publication of this notice, against presentation of a receipt payment of a non-refundable sum of: 80,000 (eighty thousand) CFA francs payable to the Revenue of the Douala 5th subdivision. This receipt must identify the payer as a representative of the Company or Group of companies wishing to participate in the Call for Tenders

Each offer written in French or English must reach the Town Hall of Douala 5 at the Contracts Service door 309 of the headquarters building no later than 11/04/2024 at 12 noon. The required administrative documents must imperatively be produced in originals or copies certified true by any competent authority in accordance with the stipulations of the Special Regulations of the Call for Tenders.

Presentation of the Offer
Under penalty of rejection, the folds must comply with the requirements of the regulations, in particular in its articles 24 of the Public Procurement Code and 20 and 24 of the RGAO. The tenderer must submit his tender in 09 (nine) copies of which one (01) original and eight (08) copies.
Each tender must be written in French or English and presented in a single envelope containing three (03) falls (one for the administrative volume, one for the technical volume and one for the financial volume). The folds and sub-folds shall be closed and sealed with the composition and the endorsements as indicated in the RPAO.

The maximum time limit for completion of the work is three (03) months.

 Each tenderer must attach to his administrative documents a bid bond drawn up by a bank of the first order approved by the Ministry in charge of finance and listed in Exhibit 11 of theTender board, in the amount of one million (1 600 000) CFA and valid for thirty (30) days beyond the original date of validity of the bids.

The other administrative documents required must be imperatively produced in original or certified copies by the issuing department or an administrative authority (Prefect, Sub-Prefect.), in accordance with the provision of the Special Regulations of the Appeal Offers.
They must be dated less than three (3) months before the date of submission of tenders or have been established after the date of signature of the Invitation to Tender.
Any incomplete offer to the requirements of this Notice and the Bidding Documents will be declared inadmissible. In particular, the absence of the tender security issued by a bank of first order approved by the Ministry in charge of Finance or the non-respect of the models of the documents in the tender dossier will lead to the rejection of the tender.

The opening of the folds will be done in once.
The opening of tenders will take place on 11/04/2024 At 1 pm by the internal tender board of the Douala v council in the meeting room on the third floor of the headquarters building
Only tenderers may attend this opening session or be represented by a person of their choice.

Elimination Criteria

a)      Absence of bid bond at opening in administrative offer

b)      Technical score less than or equal to 75% of the essential criteria

c)       False statement or falsified document; part substitution

d)      Absence of a quantified unit price in the BPU (financial offer) in the quote and in the price sub-detail.

e)       Administrative document(s) non-compliant and not regularized within 48 hours after the counting.

f)       presence on the ARMP's list of suspended companies.2- Essential Criter

g)      No declaration of non-abandonment of works for the last 03 years signed on honour

Essential criteria’s for the qualification of candidates will be as follow:

1. Presentation of the offer
2.  Visit of the site signed on honor.
3.  Turnover
4.  Financial capacity: 30 000 000 f cfa
5.  References of the Company
6.  Availability of essential equipments
7. The experience of management staff
8. The proof of acceptance of the  terms and conditions of the contract :(special administrative clauses CCAP and CCTP initialed on every pages, and on the last pages signed and dated
9. The methodological note

Failure to comply with seven (07) of these criterias will lead to the elimination of the bid. Each offer is validated after satisfaction of at least 7/9 of these conditions.

Financial evaluation requirements

       Upon completion of the technical evaluation, only the Tenderers' financial offers that have not been eliminated during the technical evaluation will be evaluated.

Financial Evaluation

The evaluation of the financial offer will be based on the adjusted amount of the Tender Offer. It will consist of the analysis of price coherence as well as the verification of the calculations and of all the requirements relating on.

The Contracting Authority shall award the Contract to the Bidder whose tender has been found to be substantially compliant with the Bidding Documents and which has the technical and financial capacity to perform the Contract satisfactorily and whose tender Was evaluated the least, including eventual proposed rebates.

Tenderers shall remain bound by the offer for ninety (90) days from the date of the tender.
