The Mayor of Muyuka Council, Delegated Project Owner, hereby issues a Request for Expression of Interest intended for Cameroon-based consulting firms willing to participate in the pre-selection for the technical supervision of the construction of Muyuka new Council Chambers in the South West Region, financed by the Public Investment Budget for the 2017 Financial Year.

The Request for Expression of Interest concerns the pre-selection of consulting firms willing to supervise the construction of Muyuka new Council Chambers

The list of works for the expression of interest are following:

Bids shall be submitted in five (5) copies, ie. One (1) original and four (4) Copies, in a sea ed envelope at the Muyuka Council, on or before the 04/04/2017 at 3.p.m prompt and shall bear the following:

REQUEST FOR EXPRESSION OF INTEREST N^°006/REI/SWR/MC/2017 OF 20/03/2017 FOR THE TECHNICAL SUPERVISION OF THE CONSTRUCTION OF MUYUKA NEW COUNCIL CHAMBERS FOR THE 2017 FINANCIALYEAR,

FINANCED BY THE PUBLIC INVESTMENT BUDGET (PIB) 2017.

Application files shall comprise the following presented in two (02) volumes:
IV-1: Volume 1(Administrative documents)
"Volume 1" shall comprise the following administrative documents (originals or certified Crue copies; at most three (03) months old and valid fôr the Current Financial Year):

• A letter of interest duly signed by the consultant;
• A copy of the trade registration of the bidder;
• A copy of the current business license at the simplified tax rate, certified by the issuingservice;
• An attestation of Non Bankruptcy;
• An attestation of non-exclusion of Public contracts;
• A copy of the current taxpayer's card certified by the issuing service;

It should be noted that the absence or non-validity of one of the above documents shall iead to rejection of the file.

IV-2 Volume 2 (Technical proposai)

The technical file shall comprise the following:

IV-2-1: Human Resources

IV-2-1-1: List of supervision staff

The tender shall propose key staff meeting the following criteria that are indispensable for the proper execution of the works:

One Mission Head: Civil Engineer (at least G.C.E A/Level + 3 years) with a minimum of five (05) years of experience in the field of road works and as Mission Head in the execution of at least two (02) road projects. He shall be a registered member of the national Order of civil Engineer.

One Follow Up Technician: Senior Technician.

• Senior Technician with at least five (5) years of supervison/control experience and hasparticipated in the supervision and technical control of at least three (3) construction projects.

List of Key personnel needed:

The consultant shall provide a list of supervision staff, accompanied by:

-    Dated and signed curriculum vitae for each staff; Certified true copy of the diploma of each staff; Attestation of presentation of the original diploma for eaçh staff;

-    Attestation of national order of Civil Engineer (for the Mission head)

-    Definition of assignments for each staff.

IV-2-1-2: Complete organization chart of consultinq firm:

NB: the staff proposed shall be considered in the evaluation only if the relevant

justification documents of at most three (3) months old are submitted.

IV-2-2: Consultant's references

The consultant shall present his references indicating jis experience in the control/supervision of construction works (at least 3 projets excuted successfully).

He shail provide an attestation of financial capacity of at least ten million (10,000,000 CFA) issued by the first class bank approved by the Minister in charge of finance.

To be validated, each reference shah be justified by clear and readable copies of the following elements:

A copy of the extract of the contract bearing the first page, the cost estimate pages and the last page;

-         Copy of the acceptance report or certificate of proper execution issued by the Project

owner or its services.

Only the references from government structures (Minister, decentralized collectivities,

parastatals, etc.) shall be accepted.

IV — 2-3: Logistics, technical resources and equipment

The consultant shali provide the following:

IV-2-3-1: The localisation plan of the headquarters as vieil as its detailed

description:

On the other hand, he shall proof of the following logistics, technical resources and equipment:

-         Logistics (Vehicles and communication means)

• At least one (1) 4WD vehicles for the movement of the mission head and he supervisory staff (provide certified receipt of supplies, cartes grise....);
• Communication means (At least two (2) mobile telephones. Each consultant must show proof of ownership of each equipment cited.

- Technical resources and equipment
- List of computers and office equipment (computer, printer ,softwarephotocopies, etc...) present at the consultant's headquarters (provide certified copy of supplier
receipt), 
- List of other owned equipment necessary for the Control of quality of materials

-List of geotechnical material;

- List of surveys materials

NB: The localization of the said equipment must be specified, given that the Project Owner may carry out verification if need be.

IV-2-4: Authorisation to verify the information provided         .)

Duly signed by the General Manager of the consulting firm, such an

• authorisation shall enable the Mayor of Muyuka Council to conduct any verification

deemed necessary, in order to ascertain the existence of the equipment listed in the application file, and the accuracy of the information relating to the references presented, with the Project Owner concerned.

IV-2-5 Technical proposals evaluation criteria

The technical proposais shall be evaluated as per the following criteria

• Staff out of 40 points;
• References out of 35 points;
• Logistics, technical resources and equipment out of 25 points.

Only consultants with an overall technical mark of at Ieast seventy five (75) out of one hundred (100) points shall be pre-selected.

NB: Any file containing false declarations shall be rejected by the competent tenders board at any time of the process.

Section Criteria

This present Request for Expression of Interest is intended for Cameroon-based consulting firms exercising in the technical follow up of Public Works projects and fulfil the following conditions:

1. Be a Cameroon-based consulting firm in the domain of civil engineering;
2. Show proof of relevant administrative, technical and financial capacities, especially: Present and administrative file conform with the specification of IV-1 below; Dispose of relevant equipment and staff compatible with the service to be rendered.
3. Present a financial capacity compatible with the services to be rendered
4. Be well experienced in the technical control of similar projects (at least two (02) projects within the last three (03) years).

Additional informations may be obtained during wrking hours at the Muyuka Council.

The Limited Invitation to tender to be launched after the request for expression of interest shall take into account the pre-selection results.

Communication Language

All the written communications for this pre-selection shall be either in French or in English.
