Participation in this invitation to tender is open to all electric power undertakings under Cameroonian law justifying technical and financial capacities for the proper realization of the work which is the subject of the call.

Work, object of this Invitation to tender is financed in the chapter ______ General Dotation of Decentralization 2016, Line: _________________________, for estimated amounts of:

Thirty million (30 000 000) francs CFA (BATCH 1)

At the end of the examination of the offers of the tenderers and choice of the contractor by the Contracting authority, the contract will be concluded on behalf of the Town hall from Yoko between this last and the Contracting authority which is the Mbam and Kim Divisional Delegate of Public Contracts

In the absence of this bid bond and in accordance with the decree N°93/CAB/PM of 05 November 2002 fixing the amounts of the bid bond and the expenses of the Tender documents, SME with capital and leader national can produce a legal mortgage.

Any offer non inconformity with the regulations of this Opinion and the Tender Documents will be declared inadmissible.¶   In particular the absence of the bid bond delivered by a bank of first order approved by the Ministry in charge of Finances and valid during thirty (30) days beyond the original date of validity of the offers, or the non-observance of the models of the parts of the Tender Documents, will involve the rejection of the offer.

Under penalty of rejection, the parts of the administrative file necessary must be produced in originals or copies certified by the gift office or at proper Authority, in accordance with the stipulations of the Particular Payment of the Invitation to tender (RPAO).¶

They must go back to less than three (03) months preceding the original date by deposit by the offers or be established subsequently to the date of signature of the Invitation to tender.

Any tender incomplete in accordance with non-regular Documents of the Tender will be declared inadmissible.

The provisional guarantee will be released from office at the latest thirty (30) days after the expiry of the validity of the offers for the tenderers not having been retained. If the tenderer is assignee of the Letter Orders, the provisional guarantee will be released after constitution of the Final Guarantee represented by the retention moneys.

The Divisional Tender’s Board will proceed with the opening of the folds in a time and in the presence of the representatives of the tenderers who wish to assist to with it, the 20 April 2017 as from 1 pm precise in the services of the Divisional Delegation of the Public Contracts (DDMAP) of Mbam and Kim with Ntui.

Only the tenderers can attend this meeting of opening or to be made there represent by a person of their choice duly elected.

The eliminatory criteria are:

11.1- Eliminatory criteria ¶

11.1.1: Concerning the administrative offer

a)      Incomplete file;

b)      Falsified or non-compliant document (Subject to the provisions of point I.1 of Circular No. 002 / CAB / PM of 31 January 2011 on improving the performance of the public procurement system).

11.1.2: Concerning the technical offer

a)      Absence of a declaration on honor that the company has not abandoned any contract related to public order (Letter Order and / or Market) during the past three (3) years and that it is not on the list of failed companies annually established by the Minister of Public Procurement. (Circular Letter No 004 / LC / MINMAP / CAB of 25 January 2017 relating to the taking into account of failures by undertakings in the performance of previous contracts in the award of new contracts).

b)      Incomplete file or parts non inconformity;

c)      False declaration, falsified or scanned documents (the CDPM and the Contracting Authority reserve the right to authenticate any document of doubtful character);

d)      The Chief Building Site not holding the Baccalaureate F4 (Electrical) Diploma and not having at least three (03) years of experience;

e)      E) Absence in the technical offer of the heading "organization, methodology and planning";

f)       Not satisfactory at least 75% of the essential criteria;

g)      G) Irrelevance of the site visit report.

11.1.3: On the financial offer

a)      Incomplete financial offer;

b)      Omission in the financial offer of a quantified unit price;

c)      Absence of sub-detail of prices.

11. 2. Main qualification criteria (see evaluation grid for technical offers)

                    i.            Attestation of site visit (03 pts);

                  ii.            Supervisory staff (10 pts)

                iii.            availability of essential equipment and equipment (06 pts)

                iv.            references of the company (04 pts);

                  v.            Methodology of implementation (07 pts);

For each bid to be declared technically compliant, it must have met all the elimination criteria and obtained at least 75% of the essential criteria listed below evaluated in accordance with the Technical Bid Score Form.

NB: Any company that has abandoned a contract linked to the public order (Letter Order and / or contract) during the last three (03) years and / or appearing on the list of defaulting companies annually established by the Minister of Public Markets is d Office eliminated

12.1.The Contracting authority will allot the Letter-order to the Tenderer whose offer was recognized conforms essentially to the Tender Documents and who has the technical capabilities and financial necessary to carry out the contract in a satisfactory way and in which the financial offer was evaluated with the lowest offer by including the handing-over suggested if necessary.

            12.2 Any attribution of the constructional works contracts is done to the Tenderer filling the capacities financial, technical and administrative necessary resulting from the criteria known as essential or those eliminatory.

The tenderers remain committed by their offer throughout one ninety (90) day as from the limiting date fixed for the handing-over of the offers, time during which the Contracting authority will warn of its choice the selected companies.
