As Within the framework of installation works solar lamps in GUERE council, the Mayor, contracting authority launches in emergency procedure an open national invitation to tender on behalf of the Public investment budget

The works under this call for tenders include the following tasks:

-     The necessary technical studies;

-     The completion of all the civil engineering works (excavations, foundations of candelabra, embankments, restoration of sites);

-     The supply and installation of 20 solar panels (high steel candelabra of 8 m to carry the cabinet assembly, the solar panels, the stock and the fixture and fixed on a reinforced concrete block composed of a metal reinforcement and steel rods, Anchoring, high support 145wc monocristallin high supply solar panel of, 100W led lamp, 888Wh lithium battery and 10A regulator);

-     Setting-up of a committee and training of committees members (05 persons) responsible for the monitoring and maintenance of equipment.

The work, the subject of this tender, are funded by the Public Investment Budget for an estimated total cost of 50,000,000 CFA francs.

Participation in this Call for Tenders is open on equal terms to companies and firms or consortium constituted under Cameroon law, with proven experience in the field of public lighting.

By this invitation to Tender, interested companies are invited to submit with bids, authentic information that will permit to retain the bidder able to provide the services after a thorough and objective assessment of his record.

FOR FOURNITURE OF SOLAR LAMPS INEMERGENCY PROCEDURE IN GUERE COUNCIL,  MAYO-DANAY DIVISION FAR NORTH REGION.

The maximum execution time provided by the Contracting authority for completion of the works is three (03) calendar months. This period includes raining season and all the various constraints and runs from the date of notification of the Order of Service to begin work, which is also the date when your contract is signed.

Under penalty of rejection of the offer, required administrative documents must imperatively be produced in original and certified copies by the issuing authority or administrative authority, (SDO, DO…) in accordance with special provisions of tender Regulations. They must be less than three months old before the date of offers submission or must have been issued after the signing o he tender notice. Any incomplete offer pursuant to stipulations of the tender will be rejected in particular the absence of the bid bond issued by a first class bank approved by the Ministry in charge of finance.

The opening of bids will take place once at a time. The analysis of administrative documents, technical and financial offers will happen on 21/03/2024 at 11  am by the internal tenders board of GUERE council.

 Only bidders may attend the opening session or be represented by one person of their choice duly mandated.

Eliminatory criteria

Administratives documents

a)    Absence of bid bond

b)   False declaration or forged document.

Offre technique

a)    Incomplete file;

b)   False statement or falsified document or scanned document;

a)    Lack of proof showing the execution of similar projects during the last 3 (three) years;

b)   Failure to meet at least 16 (sixteen) essential criteria out of 22 (twenty two);

Financial offer

a)    Incompletefinancialoffer;

b)   Omission of a quantified unit price in the financial offer;

Essential Criteria

Assessment of the technical proposal will be carried out on the basis of 22 (twenty-two) main criteria shared as follows:

-     Presentation based on four (04) criteria;

-     The company’s supervisory staff personnel based on four (04) criteria;

-     The availability of construction equipment on nine (09) criteria;

-     Work planning based on three (03) criteria;

-     References and company’s pre-financing capacity and abilities based on two (02) criteria.

The Mayor, Contracting Authority will award the contract to the bidder which qualified technically and financially to implement the project and whose offer is in conformity with the tenders file coupled with the fact that it is the lowest bid after including if applicable discount proposals.

Tenderers shall be bound by their tenders for a period of ninety (90) days after the deadline for submission of tenders.
