The General Manager of SOWEDA hereby invites suppliers of security services to indicate their interest in providing security services to SOWEDA Installations during the 2018 financial year.

The nature of tins agreement shall consist of the supply of round-the-clock security guards services at the following SOWEDA installations:

i. SOWEDA Head Office Premises situated at Up-Station Roundabout, Buea adjacent to BICEC

Bank. The Premises comprise an enclosed complex comprising the following buildings:

• Block A lOWEDA Administrative Block
• Block B —'Livestock and Fisheries Development Project
• Block C — Rumpi Project
• Block D — SOWEDA Technical Services
• Block E Archives and Documentation Centre

Administrative Garage Premises situated at Likoko Membea, Buea adjacent to CRTV Regional Station. The Administrative Garage Premises also comprises an enclosed yard that serves as repair and maintenance garage as well as parking lot for SOWEDA vehicles and heavy-duty equipment.
SOWEDA Seed Multiplication and Distribution Farm situated at Ekona.
SOWEDA Training Centre situated in Kumba
SOWEDA Seed Multiplication Centre situated at Obang, Mamfe.
The number of security guards shah be such that at all times of the day or night there must be at least 02 (two) guards at the respective installations. The guards shall be deployed so as to work round the dock both at night and day. They shah work daily (seven days a week), without exception.
At the SOWEDA Centres at Ekona, Kumba and Obang, the security guards shah be 02 (two) at night and 01 (one) during the day, throughout the week.

The security guards shall be expected to keep records of movement of persons and property in and out of all the premises and which records may be verified at any time by SOWEDA. They shall report all suspicious actions perpetrated by persons, whether or not they are serving at SOWEDA. Actions of drivers or mechanics who swap fuel, lubricants or spares from one vehicle or equipment to anther must be reported to SOWEDA.

Participation is open to all duly registered business concerns in Cameroon, specialized in the provision of security guards services. They must have been duly authorized to fonction as private security cornpany.

The services which are the subject of the Invitation to Tender that shall be launched subsequent to this Request for Expression of Interest shail be financed under the 2018 Budget of SOWEDA.

Each Expression of Interest should consist of an Administrative File and a 'àchnical Proposai sealed in separate envelopes, written in English or in French and submitted in five (05) copies each, of which one (01) original and four (04) copies.

Ail Expressions of Interest should be submitted at the Secretariat of the Director of General Affairs of SOWEDA, P.O. Box 336 Buea, South West Region on or before Wednesday, 12^th April 2017 at 12:00 p.m. prompt.

The file shall be contained in a single and sealed envelope addressed to the General Manager of SOWEDA, P.O. Box 336 Buea bearing the inscription:

"Request for Expression of Interest N° 005/REPSOWEDA/CP/17 of 24/03/2017 for the Pre-Qualification of Firms to Supply Security Guard Services to SOWEDA during the 2018 Financial Year"

Opening or Files

The opening and evaluation of application files in view of pre-qualifying the consultancy firms shall be carried out at SOWEDA, Buea.

Administrative documents which should not more than three (3) months old and valid for the 2017 financial year include uncertified photocopies of:

• A signed and stamped (1,000frs fiscal stamp) letter of declaration of intention of the consultant ta participate in the bidding procedure (Motivation Letter).
• Photocopies of rel1evant administrative and fiscal documents allowing them to carry out business in Cameroon inclucting: Certificate of tax clearance issued by Taxation Department, Tax Payer' s Card, Attestation of Non-Bankruptcy, Plan of Lbcation etc.

7. Technical Proposai

The technical documents must include:

a)   Brief presentation of the firm

b)   A statement of capability and experience indicating that they are qualified to perform the services required. This should be supported by brochures, attestation/evidence and description of experience ._. in similar assignments accomplished and duly received, availability of appropriate skills among staff etc. Signed CVs and copies of certificates of staff must be included.-

Selected firms shall be invited to participate in the restricted national tender for tht recruitment of the

consultancy firm to carry out the activity that is subject of this call for expression of interest.
