Within the framework of its missions, the Central Bureau for Censuses and Population Studies (BUCREP) plans to update its cartographic census database. Accordingly, the Director- General of BUCREP (Contracting authority) hereby launches a consultation notice for the supply of four hundred and twenty-five (425) tablets to the said bureau.

The estimated cost of the operation (all taxes inclusive), after preliminary studies, shall stand at forty-seven million, one hundred and seventy-five thousand (47 175 000) CFA francs.

The tender file may be obtained during working hours as soon as this notice is published at BUCREP’s Contracts Service on the 1st floor of BUCREP building, situated behind the Regional Taxation Centre at Omnisports and opposite the Regional Delegation for Public Contracts for the Centre, upon presentation of a receipt of payment of a non-refundable sum of fifty thousand (50.000) CFA francs into the CAS-ARMP Special Account No. 335988 in BICEC. The receipt must identify the payer as the representative of the company willing to contest in the bidding exercise.
Each tender file, written in English or French and in five copies – one “ORIGINAL” and four “COPIES” labelled as such - shall be submitted in BUCREP’s Contracts Service not later than 19/12/2016 at 11 a.m. prompt (local time).Each bid should be submitted in exchange for a receipt and must bear the following inscription:
The supply period shall be fifteen (15) days with effect from the notification date on the order document.
Each bidder must include in his official documents a bid bond worth nine hundred and forty thousand (940 000) CFA francs, issued by a first-grade bank approved by the Ministry of Finance (consult document No. 4). It shall be valid for seventy-five (75) days with effect from the date of opening of tenders. The bid bonds of unsuccessful bidders shall be returned to them as soon as the results are published. That of the successful bidder shall be returned to him as soon as he supplies the required items.
On pain of being rejected, the required official documents should be produced in original copies or copies certified by authorized services. They should not be more than three months old on the date of opening of the bids. The bids, which should be duly-signed and stamped according to the prescriptions found in the Consultation File, shall mention the various costs in CFA francs, exclusive and inclusive of taxes.
Bids shall be opened once on the 19/12/2016 at 12 p.m. prompt (local time) by the BUCREP Tender Board in the meeting room of the Omnisports office. Only bidders or their duly-authorized representatives who have a good knowledge of the tender file may attend this bid-opening session.

The Contracting Authority shall award the contract to the bidder whose bid shall be deemed to be in compliance with the tender file and considered as the most cost-effective.
It shall be forty-five (45) days with effect from the date of opening of bids.
