In the context of improving the working conditions of its services, the Director General of the Cameroon Civil Aviation Authority (CCAA), Client, launches a National Open Call for tenders for the office, Canteen and library at Yaounde-Nsimalen and Douala international airports. In two (02) lots ;
I. Lot: N ° 1: International airport of Yaoundé NSIMALEN
A. Construction of the AVSEC office
Location: lobby side restaurant
On an area of 5.00 m X 8.00 m, and encompassing the following spots listed:

Fire safety
The estimated cost of the operation at the end of the preliminary studies is seventy-two million (72,000,000) FCFA TTC.
The work under this invitation to tender consists of two (02) lots.
Participation in this Call for Tenders is open to companies or groups of Cameroonian companies specializing in the field of public works and buildings.
The work under this invitation to tender is financed from the CCAA budget, 2017 budget line, 221 000.

The maximum period foreseen by the Employer for the execution of the works subject of this Invitation to Tender is:
Each tenderer must attach to his administrative documents a tender security issued by a first-rate bank or an insurance company approved by the Ministry in charge of Finance and listed in Exhibit 12 of the CAD, in an amount From:
- Lot 1 : One million (1,000,000) CFA francs ;
- Lot 2 : seven hundred thousand (700,000) CFA francs.
The guarantees are valid for thirty (30) days beyond the date of validity of the offers.
The documents required in the administrative file must be produced in original or certified copies by the issuing services in accordance with the provisions of the Supplementary Regulations.
They must be dated less than three (3) months before the date of submission of the tenders or have been established after the signing of the invitation to tender.
Any tender which does not comply with the requirements of this notice and the Bidding Documents will be declared inadmissible. In particular, the absence of a bid bond issued by a bank of first order approved by the Ministry in charge of Finance or failure to respect the models of the tender dossier will lead to the rejection of the tender.
The opening of the folds will be done in a single time.
The opening of the administrative, technical and financial documents will take place on 26 AVR 2017 at 2 pm by the Internal Procurement Committee of the CCAA in the conference room of that establishment located at Yaounde Air Base 101.
Only tenderers may attend this opening session or be represented by a person of their choice who has full knowledge of the file.

The elimination criteria are as follows:
1.2. Essential Criteria
The criteria for the qualification of tenderers shall relate to:
1- the financial situation;
2- the experience of the company in carrying out similar work;
3- the disposal of essential equipment and equipment;
4- the experience of management staff;
5- the relevant technical and methodological note;
6- the planning of coherent work;
7- A relevant note on Hygiene, Health-Environment (HSE);
8- An analysis of the risks associated with the work;
9- proof of acceptance of the terms of the Contract.
NB : Any financial offer that is less than 10% of the arithmetic average of all the financial offers received will be classified as abnormally low and eliminated.
No tenderer will be awarded more than one lot
Tenderers shall remain bound by their tenders for ninety (90) days from the closing date for the submission of tenders.
