The Construction of Three (03) Blocks of Twenty six (26) Shops and a Modern Toilet at the Central Market in Buea

Lot 1: Construction of a Block A with Twenty six (26) Shops, and Skeletal Works of BLOCK B with Twenty Six (26) Shops

Lot 2: Finishing Works of Block B, Construction of Block C with Twenty six (26) Shops and the Construction of a Modern Toilets Construction

FINANCING: Lot 1 PUBLIC INVESTMENT BUDGET 2024 FINANCIAL YEAR.

The estimated cost after preliminary studies is as follows:

1. Participation and origin:

The work is in a Two (02) Lot as follows: The Construction of Three (03) Blocks of

Twenty six (26) Shops and a Modern Toilet at the Central Market in Buea

Lot 1: Construction of a Block A with Twenty six (26) Shops, and Skeletal Works of

BLOCK B with Twenty Six (26) Shops

Lot 2: Finishing Works of Block B, Construction of Block C with Twenty six(26) Shops and the Construction of a Modern Toilets Construction

Participation is open to duly legalized Cameroonian enterprises or companies that fulfill the requirements of this invitation to tender.

Works which form the subject of this open invitation to tender shall be financed by Public

Investment Budget of the 2024 financial year,

Each bidder must include in his/her administrative documents, a bid bond issued by a first-rate banking establishment approved by the Ministry in charge of Finance and whose list is found in document No. 1 1 of the tender file, of an amount

valid for Thirty (30) days beyond the date of validity of bids.

The bids shall be opened in a single (01) phase on 22/03/2024 .at 11 AM ...local time by the Buea Council Tenders Board in the Buea Council Chambers.

Only bidders may attend or be duly represented by a person with a written authorization and with a sound knowledge of the tender file.

The eliminatory criteria are identified as follows:

• Absence of a original document in the Administrative file 48 hours after opening;  Execution time greater than that prescribed in the Tender  False statement or falsified documents in the Tender Files;

 Omission in the financial offer of a quantified unit price

 Presence on MINMAP's list of Enterprises which abandoned the execution of contracts;

•• Technical marks less than 70%

 Absence of bid bond or non-conform bid bond during bid opening session; B. ESSENTIAL CRITERIA:

The criteria relating to the qualification of candidates could indicatively be the following:

The evaluation of the technical offers will be made according to the binary notation (Yes/No) on the basis of the essential points above in accordance with the RPAO, with a threshold of 70% for all the essential criteria taken into account.

The contract shall be awarded to the bidder with the least evaluated financial offer having the technical and administrative files which are in conformity with the tender document/file.

Bidders will remain committed to their bids for Ninety (90) days from the deadline set for the submission of tenders.
