Within the framework of the Buea Council Investment Budget 2024, the Mayor of the Buea Council, Contracting Authority, hereby launches an Open National Invitation to tender for the CONSTRUCTION OF AN AMUSEMENT PARK AT BUEA TOWN PHASE 1
The works comprise the following:
Cleaning,
Grading and leveling of road platform
Fill from borrow pit,
Compaction of road platform
Concreting of road
Construction of gutters
Planting of trees
Construction of building and hall
The estimated cost after preliminary studies is One Hundred million (100 000 000) FCFA all taxes inclusive
The work is in a single (01) Lot as follows: THE CONSTRUCTION OF AN AMUSEMENT PARK AT BUEA TOWN PHASE 1
Participation is open to duly legalized Cameroonian enterprises or Company that fulfil the requirements of this invitation to tender.
Works which form the subject of this invitation to tender, shall be financed by Buea Council Investment Budget of the 2024 financial year, budget head Budget Head: 23323 & 24435

The maximum execution deadline provided for by the Contracting Authority shall be as follows: Six (06) months
Each bidder must include in his/her administrative documents, a bid bond issued by a firstrate banking establishment approved by the Ministry in charge of finance and whose list is found in document No. 11 of the tender file, of an amount of two million (2,000,000)
Francs CFA and valid for Thirty (30) days beyond the date of validity of bids

The bids shall be opened in a single (01) phase on22/03/2024 the ...11 AM............ local time by the Tender Board of the Contracting Authority in Buea Council Office, in the presence of the bidders or duly authorized representatives having full knowledge ofthe file (power of attorney).
The eliminatory criteria are identified as follows:
Absence of original of administrative document
Non-conformity of an administrative file 48h after the deadline prescribed by the regulation;
Execution time greater than that prescribed in the Tender that is 6 months
False statement or Falsified documents in the Tender Files;
Omission in the financial offer of a quantified unit price
• Presence on MINMAP's list of Enterprises which abandoned the execution of contracts;
•• Technical marks less than 70%
Absence of bid bond or non-conform bid bond during bid opening session;

The evaluation of the technical offers will be made according to the binary notation (Yes/No) on the basis of the essential points above in accordance with the RPAO, with a threshold of 70% for all the essential criteria taken into account.
The contract shall be awarded to the bidder with the least financial offer having the technical and administrative files which are in conformity with the tender document/file.
Bidders shall be bound by their bids for a period of ninety (90) days with effect from the date of opening of bids.
